HomeMy WebLinkAboutCCM-10-27-86 Special MINUTES OF THE SPECIAL MEETING OF THE CARMEL CITY COUNCIL OCT. 27, 1986 The Special meeting of the Carmel City Council was called to order by Mayor Reiman at 7:00 P.M. on Oct. 27, 1986, with Council members McMullen, Doane, Fleming, Johnson, Garretson, Miller and Badger present. Also present were City Attorney Andrews and Clerk- Treasurer Hancock. New Business Ordinance D-500 - Ordinance Regardin g Weight Limits on Residential Streets - Mr. Garretson made a motion to introduce Ordinance D-500. Motion seconded by Mrs. McMullen. Discussion ensued regarding the new bus line and its route through Carmel. Ihe bus line runs from Westfield to Indianapolis travelling through Carmel via route marked on map attached hereto and made a part hereof. Dolly Warner, President of Woodlands Homeowners Association, l22 Brunswick Court, Carmel spoke to the Council expressing her concern about thhe route the bus was taking. Mrs. Warner stated the route through residential areas was unsafe and carried the potential problem of people parking in the residential areas to ride the bus. Kathy Flannery, 3 Hensel Court, stated the bus had been observed speeding and was on her Court which wasn't even on the bus route. Mrs. Flannery stated her concern for the safety of the children in the area who walk to school. Larry Glaze, 307 Lexington, stated his concern for the safety of the children walking to Carmel elementary and the added congestion in an area which already has much traffic. Mr. Glaze alsc stated his concern for the streets which would be carrying the weight of the busses. Councilor Badger stated he felt there were better routes for the bus service but that the present route was not acceptable due to parking and congestion. John Proffitt, attorney for Mr. Evans owner of the bus line, stated the owner was willing to look at alternatives for the bus route and asked who in the city administration should approve a aproposed route. Mayor Reiman stated it would probably be something to be brought to the Board of Public Works. Councilor Miller stated the possibility of people parking on residential streets to catch the bus concerned him. He stated the Brookshire North Homeowners discouraged residents from parking on the streets for safety reasons. Mr. Alan Potasnick, who is on the Board of Woodland Springs homeowners stated his concern for the safety of residents along the route. Councilor Doane suggested a bus route more accessible to Senior citizens. Jan Hammond stated she is a bus rider and would hope that a suitable route could be found. John Gellenghire, 3538 Carmel Drive stated his concern for the roads and storm sewers under the residential roads expressing his belief that the weight cf the busses would be harmful to the roads and sewers. Judy Russell, 304 Lexington stated she felt there was a need for bus service but the route should not include Lexington. Councilor Garretson stated he felt there was a consensus that the bus service was a good idea but the route through the City residential areas was not acceptable. Mr. Garretson stated the contents of the ordinance addressed weight limits on residential streets which would eliminate bus traffic on the residential streets. Mr. Garretson made a motion to suspend the rules and alt on Ordinance D-500 this evening. Motion seconded by Mr. Miller and passed unanimously. Vote was taken on Ordinance D-500 which passed unanimously. There being no further business to come before the meeting, the same was duly adjourned at 9:05 P.M. APPROVED: ATTEST
