HomeMy WebLinkAboutCCM-09-15-86 MINUTES OF THE CARMEL CITY COUNCIL MEETING SEPTEMBER 15, 1986 l'he meeting of the Carmel Citp Council was called to order by Mayor Reiman at 7:00 P.M. on September 15, 1986. Council members Garretson, Johnson, Fleming, Doane, Miller, McMullen and Badger were present. Also present was Clerk-Treasurer's representative, Marilyn Martin. lnvocation was given by Minnie Doane followed by the Pledge of Allegiance. OLD BUSlNESS Ordinance D-496 - 3-Way Stop Sign at Emerson Road and York. Mr. Garretson moved to introduce Ordinance D-496 and suspend the reading. Seconded by Mrs. McMullen and passed unanimously. Helen Horvath, 602 Emerson Road, stated that they had not noticed anyone doing a tral~ic survey in the neighbolhood which according to State Statute should be done to show a stop sign is needed. After talking to her neighbors who could be most affected by the Stop Sign she noted that they were not in favor of the sign or speed control or anything else. They would be in favor of sidewalks and would like more police patrols for speeders in this area. Mrs. Horvath understands that in a stop sign was put in it would eliminate parking from York Drive to Sherman Drive and feels that would be discrimination to those property owners affected. Mike Manion, 549 Emerson Road, stated that he didn't think that a 3-way stop sign would solve the problem. He thought better or more police control of speeders would be a better solution. He was in favor of sidewalks, was not in favor of a ban on parking. Bob Horvath, 602 Emerson Road, stated that stop signs were not in accordance with the lndiana Code. Also, using a sign for speed control was against the code. Phil Ealy, 538 Emerson Road, stated he was in agreement with what the previous people had stated but wondered why did we talk about stop signs in the first place? If stop signs are put in it will increase the parking in front of his house on York Drive. Mr. Johnson addressed the remonstrators that the reason for talking about the stop sign was because the neighbors petitioned for one. Second, the lndiana Code that Mr. Horvath cited is not the lndiana code but a recommendation for this city to operate by. The other thing, sidewalks is really the answer. The request for sidewalks would be brought before the sidewalk committee. The funds set aside annually tor this cannot possibly cover all the requests for sidewalks in one year. Aiter discussion between the Council and the remonstrators Mr. Fleming moved to withdraw Ordinance D-496. Miss Doane seconded and passed unanimously. Lease Agreement - Parking Lot. Mayor Reiman stated that this had been taken care of. Mayor Reiman introduced a group of Boy Scouts that were attending the Council Meeting. Ordinance D-497 - Additional Appropriation. Mayor Reiman presented the Council with the corrected page from the Police Department request. She wanted to go ahead with signalization but since the budget cannot take care of all five (5) of the places needed only three (3) would be done at this time. Discussion ensued. Mr. Garretson moved to introduce Ordinance D-497 and suspend the reading. Seconded by Mr. Miller and passed unanimously. Carmel City Council ~eeting September 15, 1986 Page 2 Mayor Reiman opened the public hearing and read the breakdown of the amounts and reasons for the requests for additional appropriation. There being no one coming forward the public hearing was closed. Mr. Garretson moved to suspend the rules and act upon Ordinance D-497. Seconded by Mr. Johnson and passed unanimoutly. Vote was taken on Ordinance D-497 and passed unanimously. Miss Doane asked to address the council regarding her view on the stop light at Main Street and Guilford. She does not think the right thing was done by changing it to a flasher light. Mr. Johnson stated that because of the sewer construction changes have occurred in the traffic pattern. Mr. Garretson stated that the problem is for about two hours per day md that the growth of the city will continue and eventually the intersection will have to be redone to take care of the increased traffic. Ordinance Z-212 - Proposed Rezone Corner 131st Street and Springmill Road. Mrs. McMullen moved to introduce Ordinance Z-212 and suspend the reading. Seconded by Mr. Badger and passed unanimously. Mayor Reiman opened the Public Hearing. George Steet, 2008 Burning Tree Lane, presented a drawing showing location for approximately 85 lots on 62.4 acres to be called Springmill Streams East at this time. This area is not within the city limits and it was sugested to have the attorneys draft an agreement to be presented to the Plan Commission regarding this property and annexation. Proposed rezone is from an Sl to S2. Discussion ensued and then the Public hearing was closed. Mr. Johnson moved to suspend the rules and act upon Ordinance Z-212. Seconded by Mr. Badger and passed unanimously. Vote was taken to adopt Ordinance Z-212 and passed unanimously. Ordinance C-102 - Smokey Knoll ,Subdivision. - Dave Coots. Mr. Garretson moved to introduce the Ordinance C-102 and suspend the rules by not reading and act upon it tonight. Seconded by Miss Doane and passed unanimously. Vote to adopt Ordinance C-102 was taken and passed unanimously. Clay Reginal Sewers and Road Closings - Mayor Reiman asked to give a short prologue regarding the situation of the sewers and road closings in Clay Township. She and Mr. Johnson met Monday morning with Bob Book, members of the Clay Board, and others from the schools and businesses affected by these closings. She stated that there is very much concern for the hellth, safety and welfare of the people in this area. The paramedics, fire department, school busses and businesses are having problems. Mr. Johnson presented a drawing of the area showing the streets that are closed at this time and stated that there was no orderly plan for these streets even though it was stated that a plan was made. lt was stated that at no time was there not an North/South artery open inside the Meridian/Keystone area and at no time was there an East/West blockage. Mr. Johnson made a trip recently and found you could not go East from Meridian except at Main Street or Smokey Row Road. Also, that they were stating was opened was not what the average drive could safely drive on. Mr. Johnson asked for at least one North/South road to be open, paved and drivable such as College Avenue - and one East/West road be open, paved and drivable, such as 116th Street. Discussion ensued as to procedures that could be taken to correct the situation. lt was sugested that Don Wampler of Thompson Construction, advise the press, schools, City Hall, Fire and Police Departments of that roads are open an drivable on a almost daily basis. Also that a phone number should be placed in the newspapers for people to call if they had questions so the Mayors' office could not have to take time to answer the calls.
