HomeMy WebLinkAboutCCM-08-18-86 MINUTES OF THE CARMEL CITY COUNCIL MEETING AUGUST 18, 1986 The meeting of the Carmel City Council was called to order by Mayor Reiman at 7:00 P.M. on August 18, 1986, with Council members Fleming, Garretson, Doane, McMullen, Miller ald Badger present. Also present was City Attorney Andrews and Clerk-Treasurer Hancock. Invocation was given by Miss Doane followed by the Pledge of Allegiance. Mr. Fleming made a motion to approve the minutes of July 21, 1986; July 28, 1986 and August 7, 1986. Motion seconded by Mr. Garretson and passed unanimously. Old Business Ordinance D-494 , Establishin g 3-Wa y sto p s on Eden Glen Drive between Carmel Drive and 116th Street - Mr. Garretson made a motion to introduce Ordinance D-494 and dispense with the reading of same. Motion seconded by Mr. Badger. Mr. Badger reiterated the need for the stop signs. Mr. Garretson made a motion to suspend the rules and act on Ordinance D-494 this evening. Motion seconded by Miss Doane and passed unanimously. Vote was taken on Ordinance D-494 which passed unanimously. New Business Public Hearing - 1987 Budgets Ordinance D-489, General Fund- Ordinance D-490, MVH Fund- Ordinance D-491 Cumulative Capital Sewer- Ordinance D-492, Bond Redemption; Ordinance D-493, Lease Rental Fund - Mr. Miller made a motion to introduce Ordinances D-489, D-490, D-491, D-492, D-493 and dispense with reading of same. Motion seconded by Mrs. McMuller. Mayor Reiman opened the meeting for public hearing on each of the proposed budgets. There being no response from the public, the public hearing was closed. Ordinance D-489, D-490, D-491, D-492, D-493 were shown as introduced. Ordinance D-495, Establiching a 4-Way Stop at the intersection of First Ave. NE & First St. NE - Mrs. McMullen made a motion to introduce Ordinance D-495 and dispense with the reading of same. Motion seconded by Mr. Fleming Mr. Garretson made a motion to suspend the rules and act on Ordinance D-495 this evening. Motion se(onded by Miss Doane and passed unanimously. Vote was taken on Ordinance D-495 and passed unanimously. Request for Stop Sign at Emerson Rd. & Park Lane - The Council was in receipt ofletters from Jerry Bernard requesting a stop sign at Emerson Rd. & Park Lane. Mr. Garretson drew a diagram and explained some of the traffic problems in the area. Mr. Garretson suggested that an ordinance be drafted to install a stop sign at the intersection of York and Emerson and that the City Engineer look into he possibility of prohibiting parking on Emerson on either side of York for a specified distance.. Other Business Mr. Garretson made a motion to dispense with the Labor Day meeting. Motion seconded by Mrs. McMullen and passed unanimously. Mayor Reiman distributed the plan for detour on ll6th Street between College and Pennsylvania and then between College and Guilford during the installation of the Clay Township sewers. Discussion ensued regarding the traffic signal at the intersection of Guilford and Main. It was determined that the stop light presented more of a traffic problem than a 4-way stop did and Mr. Garretson made a motion to recommend to the Board of Public Works and Safety that the light be made a 4-way blinking red. Motion seconded by Mr. Fleming and passed unanimously. There being no further business to come before the meeting the same was duly adjourned at 7:40 P M. APPROVED: ATTEST:
