HomeMy WebLinkAboutCCM-06-16-86MINUTES OF THE CARMEL CITY COUNCIL MEETING JUNE 16, 1986 The meeting of the Carmel City Council was called to order by Mayor Reiman at 7:00 P.M. on June 16, 1986. Council members Miller, McMullen, Doane, Fleming, Johnson, Garretson and Badger were present as were City Attorney Andrews and Clerk-Treasurer Hancock. Invocation was given by Miss Doane followed by the Pledge of Allegiance. Mr. Fleming made a motion to approve the minutes of June 2, 1986. Motion seconded by Mr. Johnson and passed unanimously. Mrs. Carol Skinner, local artist, presented a framed print of a collage she has done of Carmel in commeration of the upcoming Carmel sesquicentennial. Old Business Ordinance D-485 Establishing 15 MPH zone on Emerson Road between 4th Avenue and Sherman - Mrs. McMullen made a motion to introduce Ordinance D-485 and dispense with reading of same. Motion seconded by Mr. Garretson. Discussion on the area and the ordinance ensued. Mr. Johnson made a motion to dispense with the rules and act on Ordinance D-485 this evening. Motion seconded by Miss Doane and passed unanimously. Vote was taken or Ordinance D-485 which passed unanimously. Resolution 6-2-86-1 - Park Advisory Committee - Attorney Andrews stated that the resolution passed on June 2 established a Park Advisory Commission and in establishing a park commission the statutes give such a body certain powers. Mr. Andrews stated that after review of the statutes, he did not think the Council wanted to establish a commission but perhaps instead a park advisory committee. Following discussion, Mr. Badger made a motion to pass Resolution 6-16-86-1 and amend Resolution 6-2-85-1 by striking its contents and inserting the contents of Resolution 6-16-86-1. Motion seconded by Mr. Garretson and passed unanimously. New Business Ordinance Z-211, Plan Commission, Satellite Dish Ordinance - Mr. Johnson made a motion to introduce Ordinance Z-211 and dispense with reading of same. Motion seconded by Mrs. McMullen. Mrs. McMullen gave a background on the ordinance and stated that it should replace an ordinance now on record which addresses satellite dishes within the city limits only. This ordinance would be for all of Clay Township. Dislussion ensued. Vote will be taken on the ordinance on July 2, 1986. Ordinance C-101 - Annexation of Smoke y Rid g e & Smoke y Hollow Mrs. McMullen made a motion to introduce Ordinance C-101 and dispense with reading of same. Motion seconded by Miss Doane. Attorney Dave Coots appeared before the Council explained the location of the subdivisions wishing to be annexed. Mr. Garretson noted on the map provided, (copy attached) that there was a pocket in the proposed annexation ani stated that he felt those pockets should not be left when the city annexed property. Discussion ensued regarding places where this has occurred and the fact that it is usually ground with houses that were here before Carmel started to grow. Mrs. McMullen made a motion to suspend the rules and act on Ordinance C-101 this evening. Motion seconded by Miss Doane and passed unanimously. Vote was taken on Ordinance C-101 which passed unanimously. Other Business Mayor Reiman stated that there would be a public hearing regarding improvements to the intersection at I-465 and Keystone Avenue and encouraged everyone to attend and support the proposal and show the need for the construction to be done soon. Mayor Reiman stated a need for a date for the groundbreaking ceremony for the Civic Square. It was determined that the ceremony would be held July 5th at 8:45 A.M. There being no further business to come before the meeting, the same was duly adjourned at 8:25 P.M. APPROVED ATTEST:
