BOARD OF PUBLIC WORKS MEETING
May 27, 1986
The meeting of the Board of Public Works was called to order by
Mayor Reiman at 5:15 P.M. on May 27, 1986. Board member Swift, City
Attorney Andrews and Clerk-Treasurer Hancock were present. Also
present were City Engineer Welch, Utilities Manager Dougherty and
DCD Director Kiphart.
Mr. Swift made a motion to approve the claims dated May 16, 1986 in
the amount of $497,172.95. Motion seconded by Mayor Reiman and
passed unanimously.
Maximum Temporary Sewage Capacity for Carmel Science & Technology
Park - Attorney Andrews made a recommendation to the Board that
they put a number on the temporary sewer capacity allocated to the
Carmel Science & Technology Park which would be in line with the
capacity the Clay Township Regional Waste District has allocated to
this point. Mr. Andrews pointed out that the City of Carmel was
granting temporary service pursuant to a resolution dated April 27,
1981 wherein the Clay Township Regional Waste District granted
permission to the City of Carmel to service the area until they
were on line. Mr. Andrews stated that it was his opinion that the
City of Carmel could not grant more capacity than the Clay Township
Regional Waste District had allocated and then expect them to
assume the responsibility when they were on line. The capacity
granted to Carmel Science & Technology Park by the Clay Township
Regional Waste District was set out in a letter from Robert F.
Campbell, Attorney for the Waste District.
Mayor Reiman made a motion to allocate 41,775 gallons of daily flow
as temporary sewage capacity to the Carmel Science & Technology
Park and make the letter from Robert F. Campbell, attorney for Clay
Township Regional Waste District to the Carmel Plan Commission
dated May 5, 1986 as part of the record of this meeting. Motion
seconded by Mr. Swift and passed unanimously.
Mr. Carter Jackson of the Carmel Science & Technology Park spoke to
the Board regarding his concern at the limit set and the Board
stated that the Park was a customer of the Clay Township Regional
Waste District and that his negotiations must be with them.
Attorney Andrews also made reference to a letter from Charles
Kiphart to Carter Jackson dated May 20, 1986 setting out two
alternatives regarding the sanitary sewer within the Park. Mr.
Andrews stated that he would recommend to the Board that a motion
be made setting out the requirement that the connecting lines be
installed to the Clay system at the same time the connecting line
is made to the City of Carmel system.
Mayor Reiman made a motion that the Carmel Science & Technology
Park be required to install connector sewer lines to the hook-up
point with Clay Township Regional Waste District at the same time

the sewer lines are installed to hook on the Carmel system and to
make Mr. Kiphart's letter of May 20, 1986, to Mr. Carter Jackson a
part of the record of this meeting. Motion seconded by Mr. Swift
and passed unanimously.
There being no further business to come before the meeting, the
same was duly adjourned at 5:52 P.M.
