HomeMy WebLinkAboutCCM-05-19-86 MINUTES OF THE CARMEL CITY COUNCIL MAY 19. 1986 The meeting of the Carmel City Council was called to order by Mayor Reiman at 7:00 P.M. on May l9, l986, with Council members Fleming, Garretson, Badger, Miller, McMullen and Doane present. Also present was City Attorney Andrews and Clerk-Treasurer representative M. Martin. Invocation was given by Miss Doane followed by the Pledge of Allegiance. Mr. Fleming made a motion to approve minutes of April 21 and May 5. Motion seconded by Mr. Badger and passed 6-0-l, Mrs. McMullen abstaining on the approval of April 2l minutes because she was not present at that meeting. Mayor Reiman asked that an item regarding the proposed park be added to the agenda under New Business. Old Business Ordinance D-483, Public Hearing - Additional Appropriation - Cumulative Capital Improvement Fund - Sidewalk project - Mayor Reiman opened the public hearing of Ordinance D-483 for the additional appropriation of $60,000 to be used toward the sidewalk project for 1986. The majority of the amount to used for a sidewalk on the south side of Smokey Row Road from Ironwood Dr. to Tulip Dr. No one spoke to the public hearing, it was then closed. Mr. Garretson called for the question. Vote was taken on Ordinance D-483 which passed unanimously. New Business Ordinance D-484 - Technical Amendment Ordinance to Cool Creek Apartments Project - Mr. Dave Coots, attorrley for the project, stated that an EDC meeting was held on May 16 at which time this change was approved. Mrs. McMullen made a moti,on to introduce Ordinance D-484 and suspend the reading of same. Motion seconded by Mr. Garretson. Mr. Coots explained the reason for the amendment was to change from a two-story storage facility to approximately 24 unit apartment, changing the original Ordinance D-436 from 290 units to a 314 unit apartment complex. Mr. Garretson made a motion to suspend the rules and act on Ordinance D-484 this evening. Motion seconded by Miss Doane and passed unanimously. Vote was taken on Ordinance D-484 which passed unanimously. Park Committee - Marsha Parsons,817 Bridle Circle, Carmel, spoke to the Council and proposed that a committee to raise funds for playground equipment and for any bornd issues be formed. The committee would consist of approximately 5 members. One each appointed from Carmel Clay Schools, Dads' Club, Chamber of Commerce, Council and the Mayor. Mayor Reiman appointed Mrs. Parsons as her appointee. Following discussion, the Council agreed with Mrs. Parsons proposal and asked that City Attorney Andrews draft an ordinance for forming a park advisory committee, using, the Cable Television Advisory Committee as a model and have it ready for the June 2 Council meeting. Other Business - Mayor Reiman stated that her office is receiving calls protesting the property tax increase.
