CARMEL CITY COUNCIL
APRIL 21. ]986
The meeting of the Carmel City Council was called to order by Mayor
Reiman at 7:00 P.M. on April 21, 1986. Council members Johnson,
Garretson, Fleming, Doane, Miller and Badger were present. Also present
was Clerk-Treasurer Representative, Marilyn Martin.
Invocation was given by Minnie Doane followed by the Pledge of
Allegiance.
Mr. Fleming made a motion tc approve the minutes of March 17, 1986 and
the Executive Session of March 17, 1986. Seconded by Minnie Doane.
OLD BUSINESS
ORDINANCE D-480 - Door-to-Door Vendors. Discussion ensued as to
wording, hours, and clarification of who needs to obtain a license,
such as not-for-profit organizations, etc. Allen Potasnik presented his
thoughts about people bothering him at his home at odd hours. He
thought the time element should apply to all vendors. Jim Garretson
moved that this item be tabled till the next council meeting and that
Mr. Badger and Mr. Potasnik work up a revision to be presented at that
time. Seconded by Mr. Johnson. Passed unanimously.
NEW BUSINESS
ORDINANCE D-481 - Additional Appropriation, Dept. of Community
Development; Mr. Fleming moved to introduce Ordinance D-481 and suspend
the reading. Seconded by Mr. Miller. Mr. Badger moved to suspend the
rules and act on Ordinance D-481. Seconded by Miss Doane. Vote was
taken and passed unanimously.
ORDINANCE D-482 - AMENDMENT TO SALARY ORDINANCE D-445. Mr. Badger moved
to introduce Ordinance D-482 and suspend the reading. Seconded by Mr.
Garretson. Mr. Badger moved to suspend the rules and act on Ordinance
D-482. Seconded by Miss Doane. Vote was taken and passed unanimously.
RESOLUTION 4-21-86-1 - Transfer of Funds from Police Budget to Legal
Budget. Mr. Garretson moved to introduce Resolution 4-21-86-] and
suspend the reading, and act on it this evening. Seconded by Mr.
Miller. Vote taken and passed unanimously.
RESOLUTION 4-21-86-2 - Appropriation of Additional Funds in the Water
Utility Budget. Mr. Fleming moved to introduce Resolution 4-2]-86-2 and
suspend the reading. Seconded by Mr. Garretson. Mr. Garretson moved to
suspend the rules and act on this resolution. Seconded by Mr. Fleming.
Vote taken and passed unanimously.
OTHER BUSINESS
SIDEWALK COMMITTEE REPORT - The Council was shown an illustration of
the existing sidewalk plan and the progress being made. Discussion
ensued. Mr. Badger made a motion that the Clerk-Treasurer advertise for
a special appropriation of $60,000 from the Cumulative Cap. Improvement
Fund for sidewalks. Seconded by Mr. Garretson. Passed unanimously.
INSURANCE - Mr. Johnson stated that we are faced with a serious
decision regarding insurance. He recommended a full active insurance
committee. Jim Miller and Jim Garretson volunteered to work along with
Mr. Johnson regarding insurance.
CARMEL CAB - The current ordinance does not address marked vehicles or
meters. Infor mation will be presented at the next council meeting
regarding an amendment to the current ordinance.
CARMEL CITY COUNCIL MEETING - April 21, 1986
CARMEL DRIVE - Mr. Johnson stated that we are having problems with
Carmel Drive. He recommended having a traffic flow study done, possibly
by HNTB, to see what could be done to correct the situation. Mayor
Reiman will check with the BPW regarding cost estimate to get a
professional opinion.
Mayor Reiman stated that the BPW had approved the construction because
it is on specifications on the Carmel Drive extension through the
Carmel Science and Technology Center. Welch Investments, Inc., which is
extending College Avenue, is working with the two technology parks and
College Avenue will not dead end, it will tie in with the park.
Approval has also been given on the cut on U.S.31. Construction has
begun on Springmill, George Sweet & Co., and Carmel Technology Center,
Carter-Jackson. The council has to make a decision regarding the
crossing of Carmel Drive over Guilford and over Old Meridian. The
Department Heads of the Police, Fire and Engineers office have two to
three weeks to discuss the situation and they recommend to go right
away to complete signalization. This is scheduled to open September I
and will be a well travelled road. Funds are going to have to be
appropriated for this signalization and will be approximately $75,000
and will be the only expense the City of Carmel will incur. Mr.
Garretson recommended restriction of the size of vehicles allowed on
Guilford, Old Meridian and maybe on 116th Street.
116th STREET - WASHINGTON BOULEVARD TO COLLEGE - Mayor Reiman stated
that 116th Street from Washington Boulevard to College was going to be
dug up to install sanitary sewers and she, after discussion with Lee
Dolen, would like approval to have 1-1/2" of paving put on this section
and have it done professionally. It was stated that contractors would
be asked to stay not use this road. Discussion ensued after which
Council members gave approval as long as the contractors would not be
allowed to use the street.
There being no other business to come before the council the meeting
was adjourned at 8:45 P.M.
