HomeMy WebLinkAboutBPW-12-17-87MINUTES OF THE BOARD OF PUBLIC WORKS MEETING DECEMBER 17, 1987 The meeting of the Board of Pubic Works was called to order by Mayor Dorothy Hancock at 5:15 P.M. on December 17, 1987 with Board member Fred Swift also present. Also present were City Attorney Steve Andrews and Clerk-Treasurer Susan Jones. Mr. Swift made a motion to approve the minutes of November 18, 1987. The motion was seconded by Mayor Hancock and all members voted aye. Motion carried. Mr. Swift then made a motion to approve the claims dated December 16, 1987 on pages one through twenty two in an amount of $4,033,492.23 plus a handwritten check in the amount of $195,500.00 for the Civic Square Lease Rental. The motion was seconded by Mayor Hancock. All members voted aye. Motion carried. NEW BUS INESS William Knowles Law Office, Sewer-Water Availability and Curb Cuts. City Enqineer Welch recommended the approval of water and sewer availability for the William Knowles law office located at Winona Drive and Range Line Road. Mr. Swift made a motion to allow sewer and water availability in the amount of 1.75 E.D.U.'s not to exceed an average daily flow of 525 qallons. The motion was seconded by Mayor Hancock. All members voted aye. Motion carried. Mayor Hancock then made a motion to approve the two drive cuts as recommended by the City Engineer. The motion was seconded by Mr. Swift and all members voted aye. Motion carried. Sewer Availability - Northside Animal Hospital- City Engineer Welch recommended the approval of sewer abailability for the Northside Animal Hospital located at 13100 North Old Meridian Street. It was noted this property is not within the city limits of Carmel. Mr. Swift made a motion to allow s~wer availability in the amount of 1.07 E.D.U.'s not to exceed a daily average flow of 321 gallons for this property accompained with a recommendation to the City Council for annexation. The motion was seconded by Mayor Hancock. All members voted aye. Motion carried. Performance Bond Releases a) Smokey Ridge Secs. 2 &3 - Storm and Sanitary Sewers City Engineer Welch recommended the release of performance bond for Smokey Ridge, Sections 2 & 3 on storm and sanitary sewers. Mayor Hancock made a motion to approve Resolution 12- 17-87-1, release of performance bonds for storm and sanitary sewers on Smokey Ridge, Sec. 2 & 3. Motion seconded by Mr. Swift. All members voted aye. Motion carried. (b) Woodfield Section 2 - City Engineer Welch recommended the release of performance bond on sanitary sewer. Mayor Hancock made a motion to approve Resolution 12-17-87-2, release of performance bond for sanitary sewers in Woodfield, Section 2. Motion seconded by Mr. Swift. All members voted aye. Motion carried. Resolution 12-17-87-3 Siqnature of Mayor - Mr. Swift made a motion to approve Resolution 12-17-87-3 allowing Mayor Dorothy J. Hancock to submit applications for grants to the U.S. Environmental Protection Agency for Federal assistance under the Federal Water Pollution Control Act Amendments of 1972. Motion seconded by Mayor Hancock. All members voted aye. Motion carried. New Employee - DCD - Mayor Hancock made a motion to approve the employment of Elizabeth Main as a secretary-receiptionist for the Department of Community Development based on the recommendation of Chuck Kiphart beginning December 15, 1987 at a salary of $14,600.00 annually. Mr. Swift seconded the motion and all members voted aye. Motion carried. Promotion - DCD - Mayor Hancock made a motion to approve tne promotion of Charlene Kelsey from Secretary-Receiptionist to Office Manager/Secretary for the Department of Community Development based on a recommendation of Chuck Kiphart at a salary of $17,019.00 annually retro-active as of December 1, 1987. The motion was seconded by Mr. Swift. All members voted aye. Motion carried. New Employee - Street Department - Mr. Swift made a motion to approve the employment of Judy Funk to fill the position of Office Manager/Secretary at the Carmel Street DePartment. This employment would begin January 1, 1988 at an annual salary of $18,345.00 and would also be under a 90 day probation period. Mayor Hancock seconded the motion and all members voted aye. Motion carried. Promotions - Police Department - Based on a recommendation by Chief Robert Smith, Mr. Swift made a motion to approve the following promotions. Officer Jeffrey Jellison Officer Daniel Horton SEE ORIGINAL MINUTES FOR Officer James Barlow POSITIONS AND SALARIES LuAnna Stephens Kay Wyler Paul Terry The motion was seconded by Mayor Hancock. All members voted aye Motion carried. Write-Offs for Utilities - Based on a recommendation from Jim Dougherty, Mayor Hancock made a motion to approve the list of write-offs for the water department in the total amount of $869.92 and $338.45 for the sewer department. The motion was seconded by Mr. Swift. All members voted aye. Motion carried. Mr. Dougherty submitted a letter to Board members proposing new policies for reducing bad debts. Mayor Hancock and Mr. Swift took the letter under advisement. There being no further business to come before the meeting, the same was duly adjourned.
