MEETING OF THE CARMEL CITY COUNCIL
September 21, 1987
The meeting of the Carmel City Council was called to order at 7:00
P.M., September 21, 1987 by Council President Ted Johnson. Council
members Badger, Doane, Fleming, Garretson, Miller and McMullen were
present. Also present was City Attorney Andrews and Clerk-Treasurer
representative Marilyn Martin.
Invocation was given by Miss Doane followed by the Pledge of
Allegiance.
Mr. Johnson read the release from a Safety Citation for 1986 awarded to
the City of Carmel by the American Automobile Association for being
without a pedestrian fatality for two years.
NEW BUSINESS
ORDINANCE Z-220 - REZONE FOR NORTHSIDE DRIVE-IN THEATER. Mrs. McMullen
moved to introduce this ordinance and dispense with the reading.
Seconded by Mr. Miller. Mr. Johnson opened the public hearing at 7:05
P.M. and asked that the presenta tion be made first. Jim Nelson,
Attorney living at 3663 Brumley Way and repre sentating Estridge
Development Corporation gave the presentation stating that this area be
rezoned from S-2 to R-1.
No one from the public asked to speak regarding this ordinance so the
public hearing was closed.
Questions from the council were discussed after which Mr. Garretson
moved to suspend the rules and act on the Orlinance Z-220 this evening.
Seconded by Miss Doane and passed unanimously. Vote was taken and
passed unanimously.
ORDINANCE Z-221 - PROPOSED REZONE FOR INDIANA SEAL CO.- Doug Floyd. Mr.
Garretson moved to introduce Ordinance Z-221 and dispense with the
reading. Seconded by Mr. Fleming. Mr. Johnson opened the public hearing
at 7:25 P.M. and asked that Doug Floyd make his presentation first. He
is requesting a rezone of an area approximately twenty (20) acres near
the intersection of 116th and Guilford, and owned by Indiana Seal
Company, be rezoned from R-1 to M-3.
No one from the public asked to speak regarding this ordinance so the
public hearing was closed.
Questions from the council were discussed after which Mr. Badger moved
to postpone action on this ordinance tiLl the next council meeting so
that further information regarding the certification and minutes
pertaining to this ordinance could be obtained and presented to tle
council.
NOTE: Mr. Garretson asked the council to request the Dept. of Community
Development to notify every petitioner of their obligation to have the
proper backup information, such as minutes, certification, etc., that
is needed by the council such as a check list.
ORDINANCE C-110 - ANNEXATION OF INDIANA SEAL CO. - Doug Floyd. Mr.
Garretson moved to introduce Ordinance C-110 and dispense with the
reading of same. Seconded by Mr. Badger. Mr. Garretson moved to suspend
the rules and act on this ordinance this evening. Motion seconded by
Mr. Miller and passed unanimously. Vote taken and passed unanimously.

ORDINANCE C-118 - ANNEXATION OF VALLEYBROOK - Steve Harlow, Mrs.
McMullen moved the introduction of Ordinance C-118 and dispense with
the reading of same. Seconded by Mr. Fleming.
Presentation was made by Steve Harlow, Attorney, 4609 Somerset Way
South - Carmel, representing Valleybrook Subdivision. Property is owned
by Dugan and Morris Develop ment Corporation and Cecil and Mary Lou
Evans. The property is approximately 27.5 acres and will be subdivided
into approximately thirty (30) lots.
Mr. Garretson moved to suspend the rules and act on this ordinance this
evening. Seconded by Mrs. McMullen and passed unanimously. Vote taken
and passed unanimously.
CABLE TV FRANCHISE - No Action Taken .
STOP SIGN REQUEST - 106th and HAVERSTICK ROAD- Sharon Hamblin, 3719
Lexington Lane stated reasons for requesting two additional stop signs
to make the intersection a 3-Way stop. With the addition of sixty-plus
homes in the Blue Creek Addition and another development being proposed
the traffic has increased and the safety of the residents is being put
in danger.
Kay Nelson, 3717 Brunswick Drive and Sissy Correll, 10427 Breckinridge
Drive also related problems at this intersection.
Mr. Garretson asked that for the record the Engineer should make a
study of this intersection and a traffic count be made with the
information being presented to the council at the next meeting October
5, 1987.
NOTE TO ENGINEER: Make recomendations for this intersection noting the
hill and traffic flow and the possibility of warning signs as you
approach the intersection.
MAP OF 2-MILE RADIU S - Recorders Office. Mr. Johnson presented a copy
of the map for the council.
Mr. Garretson moved that the council communicate to the Board of Public
Works that they havetaken under consideration their reservations and
discussed them and still want it filed. Seconded by Mr. Badger and
passed unanimously.
There being, no further business to come before the meeting, the same
was adjourned at 8:50 P.M.
