HomeMy WebLinkAboutCCM-07-06-87 MINUTES OF THE CARMEL CITY COUNCIL JULY 6, 1987 The meeting of the Carmel City Council was called to order by Mayor Reiman at 7:00 P.M. on July 6, 1987, with Council members Miller, Doane, Johnson, Garretson and Fleming present. Also present was City Attorney Andrews and Asst. Clerk-Treasurer Hiatt. Mr. Johnson made a motion to approve the minutes of June 15, 1987. Motion seconded by Mr. Miller and passed unanimously. Ms. Debbie Gangsted, immediate past president of Tri Kappa Alpha, presented to the City of Carmel a picture of the current City Hall done by Henry Bell in honor of the Sesquicentinial. Old Business Annexation Ordinance C-108 Cedar Lake Section 2 - A location map was attached to the Ordinanle WlliCll was introduced at the last meeting. Mr. Garretson made a call for the question. Ordinance C-108 passed unanimously Carmel Drive and Keystone Way - The Council was in receipt of a report fro the Carmel Police Dept. with regard to the intersection at Carmel Drive and Keystone Way. Mr. Johnson stated he was not interested in doing anything that wasn't professional. I feel at this point a professional study needs to be done. Mr. Johnson stated it was the businesses along these streets that were going to be affected and that he was not infavor of a one-way street without advice from people who professionally do so. The statistics were read from the police report. Mr. Steve Harlow, 4609 Somerset Way S., Carmel, Attorney representing TGr. Barnes, owner of properly along Keystone Way, spoke to the Council. Mr. Harlow reminded the Council of an agreement between ~Ir. Barnes and the Board of Public Works in November 1980, of which indicated Keystone Way and Carmel Drive would remain two way streets. Mr. Harlow stated Mr. Barnes suggested a stop sign at Keystone Way and Carmel Drive with con junction of better control of the stop light at Keystone and Carmel Drive. Mr. Norm Rothenburg, McDonalds 750 E. Carmel Dr. Carmel, felt the possi bility of making Key stone Way a one-way street would have a negative affect on the business community and eliminating left turns would hurt business. Mr. Rothenburg felt a stop sign on the southwest corner of Carmel Drive and Keystone Way, making the corner a 3-way stop. He also suggested a delayed signal at Keystone and Carmel Drive for westbound traffic could be the aniwer. Mr. Rothenburg asked that the City appoint a task force, to take suggestions and the funds set aside to traffic engineers for their review and modification , then meet with the State Dept. of Transportation for answers to the problem. Mr. Harold Egger, agent for Keystone Square Shopping, 1350 Greyhound Ct., Carmel, stated he endorses the Mayor and Mr. Johnson's letters and Mr. Rothenburg's comments, and is agreement with the idea of a professional study. Mr. Harry Reasner, Jim Dandy restaurant chain, stated they endorse and fully support Mr. Rothenburg's suggestions. He said they had given 4 feet of their property for curbing to assist the traffic problem, with the understanding it would not become a one-way street. Carmel City Council July 6, 1987 Page - Mr. Phil Oreste, representative of Noble Romans, stated their wish was that Keystone Way could not become a one-way street and would endorse a professional study being done. Mr. Russ Hagerman, representing True Value Hardware, stated they would like to go on record as being in favor of the suggestion of having a professional study done . Mr. Hagerman said they would like to be certain that whatever is done is only done once and that they are not called back in three or four years making other changes . Ms. Joy Stafford, Manager of the AHM Graves office on Keystone Way, stated they were again it a one-way street and were in favor of a professional traffic study being done. Mr. Tom Wilson, Wilson Office Plaza, 969 Keystone Way, endorsed a professional study and feels the right turn arrow on Keystone should be eliminated. Mr. David Marsh, representing Marsh Supermarkets, stated they were in favor of a professional study and do not want one-way streets. Mr. Jim Mahnke, owner of the Pub Deli on Keystone Way, stated he agrees with Mr. Rothenburg and the Mayor's suggestions of a professional study. He is very strongly opposed to a one-way street. Mr. Wayne Euriga, owner of Sargent Bruning Paint Store, said he would like to go on record as being in favor of a professional study but would be wholeheartedly against a one-way street and a"no left turn" sign. Mr. Euriga asked what was the ruling or what was required to have a traffic light a: the intersection of Carmel Drive and Keystone Way? Mr. Johnson told Mr. Euriga that the State of Indiana determines where traffic signals are to be installed, where turn lights are placed. Mr. Kevin Miller, representing Browning Investment, 650 E. Carmel Dr., stated they thought a ])rofessional study was needed and that it was important that the problem was fixed once and only once. A Task Force was formed with Harold Eggers, Tom Wilson, Jim Mahnke, Norm Rothenburg, Harry Reasner and Council members Johnson and Fleming. Mayor Reiman asked thal she sit in on the meetings. Mr. Garretson asked that the Clerk-Treasurer come back in two weeks with an answer on where there might be available funds for the study. The meeting recessed al 7:45 P.M. Reconvened at 7: 52 P.M Request for Stop Sign at Crestwood Dr. and Carmel Dr. - Dr. Robert Nelson 3729 Carmel Drive, Carmel, came before the Council with a request for a stop sign at the interc ection of Crestwood- Dr. and Carmel Dr. Dr. Nelson felt that due to the n~mber of children in the area, the drag racing he had observed and the accident that had occured at his home, the place ment of a stop sign wac much needed. It was the consensus of the Council that the City attorney prepare an ordinance and the Police prepare a report and ccme back at the next meeting. Ms. Pat Grose, 3718 Cambridge Ct., Carmel asked the Council could a stop sign be removed. Mayor Reiman stated that once a sign was installed it Carmel City Council July 6, 1987 Page - 3 - Public Hearing - Ordinance Z-219, Amendment to Zoning Ordinance Z-160 - Chuck Kiphart, Director of Department of Community Development, appeared before the Council Witl some revisions to the Zoning Ordinance. Mr. Kiphart explained the changes; cul-de-sac, the definition changes so that a cul-de-sac street has to intersect with a thru street: fences, due to the high cost of land, builders are putting storm retention and detention facilities bring put in the rear yards of lots instead of a separate large water facility being set aside in a sub- division, the problem is once the lots sell off there's nothing that prohibits owners from putting fences down these drainage ways, and this could affect the ability of the drainage way to work properly in future years. The ordinance prohibits owlers from putting fences in these areas: identifi- cation signs for churches, the ordinance would allow a church to have identification signs ol two road frontages: provisions for financial performance and guarantees for sub-di-visions, the sub- divider would have to provide the Dept. of Community Development with two as- bllilt drawings with the public facilities we put in, i.e. streets, sidewalks, water, sewage and drainage facilities: parking requirements- restaurants, this applies to restaurants that are going into commercial centers and permits oile space per every 2.5 patron seats, plus one space per employee per largest shift: sidewalk,, requires the installation of sidewalks in all subdivisions within the jurisdictional area shall be mandatory, being installed on both sides of the street in front of the house. This includes sidewalks on existing roads within and bordering a subdivision. Mr. Dick Albright, President of the Plan Commission was also present for this item. Mayor Reiman opened the meeting for a public hearing on Ordinance Z- 219. There was no one that spoke to the ordinance, it was then closed. Mr. Garretson made a mo:ion to introduce Ordinance Z-219, suspend the reading of same and suspend the rules and act on Ordinance Z-219 thls evening. Motion seconded by Ms. Doane and passed unanimously. Vote was taken on Ordinance Z-219 which passed unanimously. Ordinance D-518, Amending Garmel City Code Section 12.06, Junk ~ Junk Car~s Mr. Garretson made a molion to introduce Ordinance D-518 and suspend the reading of same. Motion seconded by Mr. Miller and passed unanimously. Mr. Johnson made a motion to amend line 3 of paragraph 3 to say "and/or". Motion seconded by Mr. Garretson and passed unanimously. Mr. Garretson made a motion to suspend the rules and act on Ordinance D-518 this evening Motion seconded by Mr. Miller. Vote was taken on Ordiannce D-518 which passed unanimously. Ordinance D-519, Establishing Limited Parking on Beechmont, Alwyne and Lexington Avenues- Mr. Johnson made a motion to introduce Ordinance D- 519 and suspend the reading of same. Motion seconded by Miss Doane. Mr. Garretson suggested that the ordinance be sent to the school administratio telling them Council would be acting on the ordinance in two weeks if they would like to make a comment. City Attorney Andrews stated he had not de fined the parimeters of no parking on these streets and that Council would have to fill this in. Ordinance D-519 was shown as introduccd. Mr. Garretson asked that a resolution be prepared commending the Sesqui_ centinnial Commission ard presented at the next meeting. Carmel City Council July 6, 1987 Page 4 The Council agreed the Sesquicentinnial celebrations were all great and especially liked the community picnic held at Civic Square on Sunday.
