CARMEL CITY COUNCIL MEETING
JUNE 15, 1987
Mayor Reiman called the meeting of the Carmel City Council to order
at 7:00 P.M. on June 15, 987, with Council members Miller,
McMullen, Doane, Johnson, Garretson, Fleming and Badger present.
Also present were City Attorney Andrews and C]erk-Treasurer
Hancock.
Invocation was given by Miss Doane followed by the Pledge of
Allegiance.
Mr. Garretson made a motion to amend the minutes of June 1, 1987 to
state that Ordinances D-515 and D516 are effective July 1, 1987.
Motion seconded by Ms. McMullen and passed unanimously. Minutes
were approved as amended.
New Business
Public Hearing - Ordinance D-517, Additional Appropriation from
General Fund for Police Department - Ms. McMullen made a motion to
introduce Ordinance D-517 and dispense with reading of same. Motion
seconded bv Mr. Miller. Mayor Reiman explained that this was an
ordinance to appropriate monies from the General fund to the police
department for equipment and gasoline and opened the meeting for
public hearing. There was no one from the public who wished to
speak to the ordinance. Public hearing was closed. Mr. Garretson
made a motion to suspend the rules and act on Ordinance D-517 this
evening. Motion seconded by Miss Doane and passed unanimously. Vote
was taken on Ordinance D-517 which passed unanimously.
Stop Sign on Carmel Drive at Southwest corner of Carmel Drive and
Keystone Way Mayor Reiman stated that the hazardous conditions at
the intersection of Carmel Drive and Keysto1e Way had again been
brought to her attention and asked the Council for possible
solutions. Mr. Garretson suggested that Keystone Way be made one
way south south of Carmel Drive. Discussion ensued and a suggestion
was made to make right turn only at the intersection and a traffic
signal which would be syncronized with the light on Keystone was
suggested. Following d scussion, Mr. Garretson suggested that the
City Attorney prepare an ord nance making Keystone Way south of
Carmel Drive a one way south street, held a hearing on the proposed
ordinance at the next Council meeting and invited the affected
businesses along Keystone Way. Mayor Reiman asked Chief Smith to
prepare a report of the accidents at that intersection for the next
meeting also.
Annexation Ordinance C-108, Cedar Lake Section 2 - Mr. Garretson
made a motion to introduce Ordinance C-108 and dispense with
reading of same. Motion seconded by Ms. McMullen. The ordinance is
shown as introduced and the Council requested a map showing the
proposed annexation at the next meeting.
Resolution 6-15-87-1, Transfer of Funds, Police Department - Ms.
McMullen made a motion to introduce Resolution 6-15-87-1, transfer
of funds within the police department budget. Motion seconded by
Mr. Miller. Vote was taken on Resolution 6-15-87-1 which passed
unanimously.
Other Business
Miss Doane stated that she had been contacted by a businessman
requesting that a stop sign be installed at 3rd Avenue S.W. and
Carmel Drive. Miss Doane stated she observed the traffic at the
intersection and felt some thing needed to be done. Discussion
ensued and Mayor Reiman asked that Chief Smith patrol Carmel Drive
and issue tickets to speeders.
Mr. Johnson asked the Attorney to prepare an amendment to City Code
12.06 to change the wording -from "or" to "and" in the phrase ",
abandoned or dismanteled automobile or parts thereof." It was
requested that this amendment be available for action at the next
regular meeting of the Council.
Mr. Johnson also requested that the City Attorney prepare an
ordinance prohibiting parking on Beechmont and Alwyne between the
hours of 7 and 9 a.m. The purpose for the ordinance is to keep high
school students from parking along the streets and cutting through
private property to get to school.
Ms. McMullen asked the status of the ordinance on cul-de-sacs which
the plan commission approved for recommendation to the council for
action. Mr. Andrews stated that it would be on the agenda the first
meeting in July.
Mayor Reiman read a proclamation designating the week of June 14
through June 20 as National Flag Week.
There being no further business to come before the meeting the same
was duly adjourned at 7:45 P.M.
