HomeMy WebLinkAboutCCM-06-01-87 MINUTES OF THE CARMEL CITY COUNCIL MEETING JUNE 1, 1987 Mayor Reiman called the meeting of the Carmel City Council to order at 7:00 P.M. on June 1, 198 . Council members present were Miller, McMullen, Doane, Johnson, Garretson, Fleming and Badger. Also present were City Attorney Andrews and Clerk-Treasurer Hancock. Invocation was given by Miss Doane followed by the Pledge of Allegiance. Mr. Garretson made a mot:on to approve the minutes of May 18, 1987 meeting and the memorandum of the May 18, 1987 executive session. Motion seconded by Mr. Miller and passed unanimously. City Attorney Andrews and Mr. Don Silvey of Commonwealth Engineering presented the city with a flag which has been flown over the Nation's Capitol Building in honor of the Carmel Sesquicentennial. New Business Ordinance D-515, Amendmelt to Salary Ordinance for Fire Department Ordinance D-516, Amendmelt to Salary Ordinance for Police Department Mr. Garretson made a motion to introduce Ordinance D-515 and dispense with reading of same. Motion seconded by Ms. McMullen. Mr. Garretson explained to the public that the o]dinances address increases in salary for the police and fire chief and the assistant chiefs in the fire department and majors in the police depcrtment. The increases were felt warranted due to overtime being paid other employees of the departments since the Garcia decision which is bringilg patrolmen and firemen salaries very close to the ranking officers' saiaries. Mr. Garretson made a motion to suspend the rules and act on Ordinance D-515 this evening. Motion seconded by Miss Doane and passed unanimously. Vote was taken on Ordinance D-515 which passed unanimously. Mr. Miller made a motion to introduce Ordinance D-516, dispense with the reading of same and suspend the rules and act on Ordiannce D-516 this evening. Motion seconded by Mr. Fleming and passed unanimously. Vote was taken on Ordinance D-516 which passed unanimously. Ordinance to be effective 7/1/87. Request for Additional Appropriation, Police Department - The Council was ln receipt of a request irom the police department for an additional appropriation for equipm~nt which had been approved during 1986 but was not purchased and the monies went back into general fund at the end of the year. Following discussion, Mr Garretson made a motion that the Clerk-Treasurer advertise for an additiolal appropriation of $59,320 from general fund. Motion seconded by Mr. Bcdger and passed unanimously. Public Hearing - Ordinance Z-218, Proposed Rezone on US 421 - Ms. McMullen made a motion to introduce Ordinance Z-218 and dispense with the reading of same. Motion seconded by Miss Doane. Mayor Reiman stated that the meeting was open for public hearing. Mr. Dave Coots, attorney for John Pearson, Pearson Ford appeared before the Council and gave a presentation outlining the proposed rezone showing location, adjoining uses and the action of the Plan Commission on the project. Mayor R~iman asked for response from the public, there was Minutes of City Council June 1, 1987 Page 2 none and the Mayor declared the meeting closed for the public hearing. Following discussion by the Council, Mr. Garretson made a motion to suspend the rules and act on Ordinance Z-218 this evening. Motion seconded by Mr. Johnson and passed unanimously. Vote was taken on Ordinance Z-218 which passed unanimously. Other Business Mayor Reiman stated she would like to request that the Board of Public Works ask Commonwealth Engineering to begin the preliminary engineering work for the widening and drainage of 116th Street between Pennsylvania and College and stated that the project would necessarily come back to the Council for funding when a cost is determined. It was the consensus of the Council that the Mayor should proceed with the project. Mr. Don Silvey, Commonwealth Engineering, gave the Council an update on the construction of Civic Square. Miss Doane asked what could be done regarding the rough crossings of the railroad tracks within the City. Mayor Reiman explained that until the Seaboard Railroad took up the tracks, the City could not do anything with the crossings. Mr. Garretson inquired as tc the cycle of the utility billings falling at an inconvenient time for pecple on social security. It was explained that the billing was done on cyc]es and did not adversely effect everyone. Mayor Reiman stated she would check with Mr. Dougherty, Utilities Manager. Announcements Mayor Reiman reminded the Council that the City Picnic would be held June 6 at Northern Beach. There being no further business to come before the meeting, the same was duly adjourned at 8:10 P.M. APPROVED ATTEST:
