HomeMy WebLinkAboutBPW-02-18-87MINUTES OF THE BOARD OF PUBLIC WORKS February 18, 19 87 The meeting of the Board of Public Works of the City of Carmel was called to order by Mayor Reiman at 5:15 P.M. on February 18, 1987. Board members Fred Swift and Billy Walker were present. City Attorney, Steve Andrews and Clerk- Treasurer Representati ve, Marilyn Martin were also present. Billy Walker moved the approval of the minutes of January 7, 1987. Seconded by Fred Swift and passed unanimously. Fred Swift moved approval of the minutes of January 20, 1987. Seconded by Mayor Reiman and passed with Billy Walker abstaining. Fred Swift moved the approval of one individual claim for the Clay Regional Waste District dated February 17, 1987 in the amount of $32,002.00. Seconded by Mayor Reiman and passed unanimously. Billy Walker moved to approve handwritten claims dated 2/18/87, Page I A Beeper Company check to Page 21 - Indianapolis Monthly check, in the amount of $945,834.06; computer written checks in the amount of $692,574.87, for a total of $1,638,408.93. Seconded by Fred Swift and passed unanimously. OLD BUSINESS FAITH APOSTOLIC CHURCH - Tom Welch presented a letter from the Clay Regional Waste District dated February 2, 1987 as asked for at the Board Meeting of January 20, 1987. Billy Walker moved approval of request for the church to be put on the Clay Regional Sewer District until such time we run lines in the vicinity, per the letters dated February 2 and February 16, 1987. Seconded by Fred Swift and passed unanimously. NEW BUSINESS SEWER EASEMENTS - STRATFORD CENTER - Tom Welch presented a blueprint of the area. Billy Walker moved to approve the dedication of sanitary sewer easements for Stratford Center. Seconded by Fred Swift and passed unanimously. SMOKEY KNOLL - Dick Fisher a. Mayor Reiman moved approval of extension of the lift station and forced main for the off-site Smokey Knoll Subdivision. Seconded by Fred Swift and passed unanimously. b. Final Plat Approval - Fred Swift moved approval of Secondary Plat, Smokey Knoll Subdivision, Section 1. Seconded by Mayor Reiman and passed unanimously. Let the minutes show for future reference that Final Plat is the same as Secondary Plat. 02/18/87 Page 2 PERFORMANCE BOND RELEASES - Tom Welch a. SMOKEY HOLLOW - Billy Walker moved approval of Bond Release for Water Lines in the amount of $28,800 for the Smokey Hollow Project. Seconded by Fred Swift and passed unanimously. b. SMOKEY KNOLL - Billy Walker moved approval of Bond Release on Water Service Lines and Sanitary Sewer in the amount in excess of $305,000. Seconded by Fred Swift and passed unanimously. SEWER AVAILABILITY - THISTLEWOOD, SECTION 3 - Tom Welch. Billy Walker moved to approve Sewer Availability in the amount of 25 EDU's per Sewer Ordinance S-41 - Chapter 7, not to exceed average daily flow of 7500 gallons. Seconded by Fred Swift and passed unanimously. ADVERTISE BIDS FOR TV FOR SEWERS -TOM WELCH Fred Swift moved to advertise for bids for TV Filming of the sewers on March 18, 1987 at 5:15 P.M. at the Carmel Meeting Hall. Seconded by Billy Walker and passed unanimously. Mayor Reiman entered into the record the Garcia Overtime Policies that were put into effect April 15, 1986. Seconded by Fred Swift and passed unanimously. CARMEL CHAMBER OF COMMERCE BUILDING - Mayor Reiman stated that Fred Swift had found documents showing the building belongs to the City of Carmel, Resolution 112575-1. Mayor Reiman showed a letter received February 17, 1987 from Nancy Blondin. Fred Swift moved that this be tabled until the next meeting following the Chamber of Commerce's exodus from the building. CARMEL CAB - INSURANCE - Billy Walker moved that a letter be sent to the Carmel Cab Company requesting an updated insurance policy and documents. Such information is to be delivered to the Mayor's office no later than February 24, 1987 to be put on file in the Clerk-Treasurer's office. CARMEL POLICE DEPARTMENT TRANSFER REQUESTS - Billy Walker moved the approval of Police Department Transfers effective February 24, 1987 as outlined in letter dated February 13, 1987 and signed by Robert A. Smith, Chief of Police. Seconded by Mayor Reiman and passed unanimously. CARMEL FIRE DEPARTMENT PROMOTIONS - Fred Swift moved the approval of the promotion of Kevin L. Kreider to Regular Dispatcher effective February 24, 1987, per letter dated February 3, 1987 signed by Steven A. Couts, Fire Chief. Seconded by Billy Walker and passed unanimously. 02/18/87 Page 3 CITY WATER MASTER PLAN - Don Silvey. The Board was in receipt of letter dated February 18, 1987 - Proposed Authorization for services of work relating to the water system: 1. Modification of pump at the 116th Street Ground level storage tank, in the amount of $8,000. 2. Painting of ground level water storage tank and filters at Water Plant #4, painting interior and exterior in the total amount of $5,000. 3. Updating Master Plan in the total amount of $25,000. Billy Walker moved to approve authorization per letter dated February 18, 1987, to take care of the three mentioned City needs, namely the updating of the Master Plan, painting the storage tank and pump modification. This has been budgeted by the Carmel Water Company budget 1986 for 1987. Seconded by Mayor Reiman and passed unanimously. Fred Swift moved that the bids for painting of the water facility be conducted on April 1, 1987 at 5:15 PM in the Carmel City Meeting Hall. There being no further business, the meeting adjourned.
