HomeMy WebLinkAboutCCM-11-07-88 CARMEL CITY COUNCIL MEETING MINUTES November 7, l988 7:00 P.M. Carmel City Meeting Hall The meeting of the Carmel City Council was called to order by Mayor Dorothy J. Hancock. Councilors present were Minnie Doane, Alan Potasnik, Ted Johnson, James Miller, Lee Lonzo, Frank Fleming and Tom Irvin. City Attorney Steve Andrews and Clerk-Tresurer Susan Jones were also in attendance. The invocation was given by Councilor Doane followed by the Pledge of Allegiance. Minutes: Councilor Potasnik made a motion to correct the minutes in paragraph four on page one the second line the word "leave" should be changed to "leaf" and in paragraph eight of the same page on line two it should read "council in favor of...". Councilor Miller seconded the motion. All members voted aye. The minutes were approved with the changes. Ordinance D-583/Handicap Parking in Downtown Carmel: A motion was made by Councilor Miller to introduce Ordinance D-583 and suspend the rules for reading of the same. The motion was seconded by Councilor Potasnik. All members voted aye. Motion carried. Councilor Fleming made a motion to suspend the rules and act on D- 583 tonight. The motion was seconded by Councilor Irvin. All members voted aye. Motion carried. This ordinance sets out a handicap parking space in the downtown area of Carmel. Ordinance D-582/Leaf Burning: Councilor Lonzo gave a report from the leaf burning committee. It was the determination of the committee that the state ordinance provided sufficient provisions for leaf disposal but perhaps lacked enforcement. The committee would be working with the Township on the enforcement problem. It was also the belief of the committee that the problem of leaf disposal for Senior citizens was a special concern. Councilor Lonzo would be contacting several service organizations to see if they would be willing to help those senior citizens who had special needs with leaf disposal. The committee would also be working with Fire Chief Couts on getting the correct information out to the public on the state ordinance, rules and regulations. Councilor Lonzo made a motion to table indefinitely Ordinance D 582. The motion was seconded by Councilor Johnson. All members voted aye. Motion carried. Ordinance D-584: Councilor Potasnik made a motion to introduce Ordinance D-584 (Springmill Corridor) and suspend the rules for reading of the same. The motion was seconded by Councilor Irvin. All members voted aye. Motion carried. Councilor Potasnik then gave a brief history behind this Ordinance and the recommendations of the Plan Commission. Councilor Miller stated this ordinance did a good job of protecting the Spring Mill Road residents. Councilor Johnson also stated this ordinance did a good job of protecting the residents along Spring Mill however, it was flexible and that this ordinance may need amending at a later date. Councilor Lonzo expressed his opinion in that he too felt the comprehensive plan should be a flexible dccument and did not want to pass any kind of an ordinance that might some day restrict the building of a new school out in that area. Councilor Irvin made a motion to suspend the rules and act on Ordinance D-584 tonight. The motion was seconded by Councilor Doane. All members voted aye. Motion carried. Mayor Hancock called for the question. All members voted aye. Ordinance D-584 passed unanimously. Councilor Johnson then made a motion to include in the record that it is not the intent of the City Council by adopting this ordinance to exclude the school from being built in this area. The motion was seconded by Councilor Lonzo. All members voted aye. Motion carried. Jim Dillon (Springmill Resident) thanked the city officials for all of their help and cooperation on this ordinance and they too were not opposed to a school being built in this area. Speed Limit Changes: Councilor Fleming submitted a list of streets that needed speed limit changes. Bob Book (Springmill Road resident) requested the city consider a 4-Way STOP at the intersection of Dorset and Springmill. The Council directed the City Attorney to prepare an ordinance for the next Council meeting regarding these two matters. City Attorney Andrews stated he would also look into the possibility of setting speed limits for residential and commercial areas through a "blanket" type ordinance so that it doesn't have to be done on a piece meal basis. 4-Way Stop/Essex and Harrison: Councilor Miller presented a letter and petition from Candy McClain (resident of Harrison Drive) stating the need for a 4-Way Stop at the intersection of Essex Court, Essex Street and Harrison Drive. Councilor Miller requested a traffic study be done and directed the City Attorney to draft an ordinance for the next council meeting regarding this matter. Vacancy/Plan Commission: Councilor Johnson stated he may have to resign from the Plan Commisison due to his work. Councilor Johnson asked the Mayor if she would consider returning that appointment to Vaughn Story. City Attorney Andrews stated he would check into the possibility of Councilor Johnson using an alternate during his absence. TREES AT CIVIC SQUARE: Councilor Johnson asked what the status was on the dead trees at Civic Square. The Mayor stated that Terri and Dave were working on the problem and that it had not been forgotten. There being no further business before the City Council, the meeting was duly adjourned.
