HomeMy WebLinkAboutCCM-10-03-88CARMEL CITY COUNCIL MEETING MINUTES OCTOBER 3, 1988 7:00 P.M. CARMEL CITY MEETING HALL The Carmel City Council was called to order by Mayor Dorothy Hancock. Members precent were Alan Potasnik, Ted Johnson, James Miller, Frank Fleming, Tom Irvin, Minnie Doane and Lee Lonzo. The invocation was given by Councilor Doane followed by the Pledge of Allegiance. Swearing in of New Police Officer - Chief Gary Barney swore in new police officer John Towele. Minutes - Councilor Potasnik made a motion to approve the minutes of September 19, 1988. The Clerk-Treasurer stated she had already made the necessary change to the minutes regarding the Pittman rezone. Councilor MilLer seconded the motion. All members voted aye. Transfer of Funds/Carmel City Council Budqet - Councilor Johnson made a motion to table the transfer of funds for the Carmel City Council in the amount of $96.40. The motion was seconded by Councilor Miller. Al] members voted aye. Motion carried. The Council felt they had already appropriated money for this purpose a number of times and still did not have a map of the city boundaries and that the extra fees for building permits should pay for the boundary map. Annexation #133/Pursel Propertv - Councilor Potasnik made a motion to introduce Ordinance #133 and suspend the rules for reading of the same. The motion was seconded by Councilor Miller. All members voted aye. Motion carried. Mark Boyce of C.P. Morgan and Associates representing the Pursels presented the annexation to the City Council. Councilor Johnson made a motion to suspend the rules and act on Ordinance C-133 tonight. The motion was seconded by Councilor Millers. All members voted aye. Motion carried. Councilor Johnson called for the question. All members voted aye. Annexation Ordinance #L33 passed unanimously. Annexation #131/Lynwood Farms/162 Acres - Councilor Johnson made a motion to introduce Ordinance #131 and suspend the rules for reading of the same. The motion was seconded by Councilor Doane. All members voted aye. Attorney Jim Nelson presented the annexation to the City Council. Councilor Johnson made a motion to suspend the rules and act on Ordinanoe C-131 tonight. The motion was seconded by Councilor Miller. All members voted aye. Councilor Johnson called for the question. All members voted. Annexation Ordinance #131 passed unanimously. Public Hearing/Establishment of Cumulative Capital Development Fund/Resolution 10-3-83-1 - Councilor Johnson made a motion to introduce Resolution 10-3-88-1. The motion was seconded by Councilor Irvin. The CLerk-Treasurer outlined the requirements for the fund. It was the desire of the City Council to spend the fund monies on general street paving and/or sidewalks. The Mayor then opened the hearing to the public for questions and/or objections. There being none, the public hearing was closed and opened to the Council. There being no objections from the Council, Councilor Johnson made a motion to adopt Resolution 10-3-88-1. The motion was seconded by Councilor Irvin. All members voted aye. Motion carried. Resolution 10-3-88-1 passed unanimously. Ordinance D-582/Burning of Leaves - Councilor Johnson outlined the ordinance and offered numerous suggestions for disposal of leaves. It was the desire of the Council to not provide an alternate method of removing leaves for the residents of Carmel since the problem exists for only approximately 20% of the homes and the expense would be too great. It was the desire of the Council to establish a fine of up to $5OO.OO to cover the cost of a fire run. The ordinance will be advertised and public hearing will be held at the October 17, 1988 City Council meeting. Members of the public were in attendance and spoke in favor of the ordinance banning burning of leaves. These persons were: Benton Henry, Eleanor Sparks, Juanita Myers, Phyllis Hughes and Marlene Miller. Ordinance D-581/Reducing Speed Limit on Main Street in front of Badger Park - Councilor Lonzo made a motion to have Ordinance D 581 added to the agenda and to introduce Ordinance D-581 and suspend the rules for reading of the same. The motion was seconded by Councilor Potasnik. All members voted aye. Motion passed. Councilor Lonzo explained the need for the reduction in speed limit in front of the Mark Badger Park and also asked that Commissioner Klingensmith post some kind of a "Park Entrance" sign. Councilor Lonzo then made a motion to suspend the rules and act on D-581 tonight. The motion was seconded by Councilor Irvin. All members voted aye. Councilor Johnson called for the question. All members voted aye. Ordinance D-581 passed unanimously. There being no further business before the City Council, the meeting was duly adjoulned. APPROVED:Dorothy J. Hancock, Mayor ATTEST:Susan W.
