MEETING MINUTES
SEPTEMBER 19, 1988
7:00 P.M.
CARMEL CITY MEETING HALL
The meeting of the Carmel City Council was called to order by
President James Miller. Council members in attendance were Minnie
Doane, Alan Potasnik, Ted Johnson, Lee Lonzo, Frank Fleming and Tom
Irvin. City Attorney Steve Andrews and Clerk-Treasurer Susan Jones
were also in attendance.
Councilor Doane gave the invocation followed by the Pledge of
Allegiance.
Councilor Irvin made a motion to approve the minutes of September
7, 1988. The motion was seconded by Councilor Fleming. Councilor
Lonzo made a motion to amend the minutes on page three under
"Councilor Lonzo shared the concerns......" the paragraph should
read, Councilor Lonzo shared the concerns of the other Council
members. Councilor Lonzo also stated that he serves on a committee
for the school and that when the school population of Carmel
reaches 2,700 students a new school may be built and the proposed
site is directly across the street from this proposed commercial
project.
Councilor Irvin made a motion to approve the minutes with the
following correction. The motion was seconded by Councilor Fleming
and all members voted aye. Motion carried.
Ordinance Z-236 Pittman Rezone - Councilor Ted Johnson called for
the vote on Ordinance Z-236. Dr. Pittman then asked to address the
Council either before the vote or afterwards. Councilor Lonzo asked
that Dr. Pittman be allowed to speak to the Council before the
vote. Dr. John Pittman, residing at 201 West 106th Street and the
petitioner on the rezone spoke for over an half hour stating his
personal views on the way this rezone has been handled by both the
Plan Commission and the City Council. After Dr. Pittman spoke each
member of the City Council voiced their opinion on the rezone.
Councilor Johnson again called for the vote. It was as follows,
Councilors Irvin, Lonzo, Miller, Johnson, Potasnik and Doane voted
nay. Councilor Fleming voted aye. Ordinance Z-236 was defeated with
a vote six to one.
Resolution 9-19-88-1/Transfer of Funds/Carmel Police Department-
Councilor Lonzo made a motion to introduce Resolution 9-19-88-1 and
suspend the rules for reading the same. The motion was seconded by
Councilor Miller. This Resolution allows the Carmel Police
Department to transfer $10,000 from salary #101 to #471 Equipment
Repairs. All members voted aye. Councilor Lonzo then called for
the question. All members voted aye. Resolution 9-19-88-1 passed
unanimously.
Ordinance D-563/An Ordinance Establishinq Salaries for Elected
Officials and Advisory Committee Members - Councilor Lonzo made a
motion to introduce Ordinance D-563 and suspend the rules for
reading of the same. The motion was seconded by Councilor Potasnik.
All members voted aye. Councilor Lonzo then made a motion to
suspend the rules and act on D-563 that evening. Councilor Potasnik
seconded the motion and all members voted aye. Councilor Potasnik
cal]ed for the question. All members voted aye and Ordinance D-563
passed unanimously.
Ordinance D-580/An Ordinance Establishing Street Sign Standards -
Councillor Lonzo made a motion to introduce Ordinance D-580 and
suspend the rules for reading of the same. The motion was seconded
by Councilor Potasnik. All members voted aye. Councilor Lonzo then
made a motion to suspend the rules and act on D-580 that evening.
Councilor Potasnik seconded the motion and all members voted aye.
Councilor Johnson called for the question. All members voted aye.
Ordinance D-580 passed unanimously.
Ordinance D-579/Amendment to 1989 Salary Ordinance Utility - -
Councilor Lonzo made a motion to introduce Ordinance D-579 and
suspend the rules for reading of the same. The motion was seconded
by Councilor Potasnik. All members voted aye. Councilor Fleming
made a motion to suspend the rules and act on Ordinance D-579
tonight. The motion was seconded by Councilor Doane and all members
voted aye. Councilor Potasnik then called for the question. All
members voted aye. Ordinance D-579 passed unanimously.
There being no further business before the Council, the meeting was
adjorned.
