MEETING MINUTES
AUGUST 1, 1988
7:00 P.M.
CARMEL CITY MEETING HALL
The meeting of the Carmel City Council was called to order by Mayor
Dorothy J. Hancock. Council members in attendance were Minnie
Doane, Alan Potasnik, Ted Johnson, James Miller, Lee Lonzo, Frank
Fleming and Tom Irvin. City Attorney Steve Andrews and Clerk-
Treasurer Susan W. Jones were also in attendance.
The invocation was given by Councilor Doane followed by the Pledge
of Allegiance.
- Police Chief Gary Barney swore
Swearing in of New Police Officers
in new officers Gary Bowman and Don Poorman.
- Council Potasnik made a motion to approve the minutes of
Minutes
July 18, 1988. The motion was seconded by Councilor Miller. All
members voted aye. Motion carried.
- Councilor Lonzo made a motion to add the
Addition to Agenda
transfer request from the Clerk-Treasurer to the agenda. The motion
was seconded by Councilor Potasnik. All members voted aye. Motion
carried.
Ordinance D-567 and D-568/ 3-Way Stop at Jennings Drive and
Councilor
Harrison/4-Way Stop at Limberlost and Harrison Drive
Miller made a motion to introduce Ordinances D-567 and D-568 and to
suspend the rules for reading of the same and act on D-567 and D-
568 tonight. The motion was seconded by Councilor Potasnik. All
members voted aye. Motion carried. Councilor Fleming called for the
vote. Councilors Doane, Potasnik, Johnson, Miller, Lonzo and
Fleming voted aye. Councilor Irvin voted nay. Ordinances D-567 and
D-568 passed with a majority vote.
- Councilor Lonzo made a
Ordinance D-564/Salary Ordinance Police
motion to introduce Ordinance D-564 and suspend the rules for
reading of the same. The motion was seconded by Councilor Potasnik.
All members voted aye. Motion carried. Councilor Irvin made a
motion to amend Ordinance D-564 by adding $1.00 to the following
salaries: Chief, Major, Lieutenant, Patrolman 1st Class, Civilian
Adm. Asst., Civilian 1st and 2nd Class. The motion was seconded by
Councilor Johnson. All members voted yea. Motion carried.
Councilor Johnson made a motion to suspend the rules and act on D-
564 tonight. The motion was seconded by Councilor Doane. Councilor
Johnson called for the vote. All members voted aye. Ordinance D-564
passed unanimously.
- Councilor Lonzo made a
Ordinance D-565/Salary Ordinance Fire
motion to introduce Ordinance D-565 and suspend the rules for
reading of the same and act on D-565 tonight. Councilor Irvin
seconded the motion. All members voted aye. Motion carried.
Councilor Potasnik called for the vote. All members voted aye.
Ordinance D-565 passed unanimously.
- Councilor Potasnik made
Ordinance D-566/Salary Ordinance Civilian
a motion to introduce Ordinance D-566 and suspend the rules for
reading of the same. The motion was seconded by Councilor Lonzo.
All members voted aye. Motion carried. Councilor FLeming made a
motion to suspend the rules and act on D-561 tonight. The motion
was seconded by Councilor Irvin. All members voted aye. Motion
carried. Mayor Hancock called or the vote. All members voted aye.
Ordinance D-566 passed unanimously.
Ordinance Z-238/An Ordinance Amending Carmel Building Codes to
- A motion was made by Councilor
Conform with State Building Codes
Fleming introducing Ordinance Z-238 and suspend the rules for
reading of the same. The motion was seconded by Councilor Miller.
All members voted aye. Motion carried. Councilor Johnson made a
motion to suspend the rules and act on Z-238 tonight. The motion
was seconded by Councilor Irvin. All members voted aye. Motion
carried. Mayor Hancock called i-or the vote. All members voted aye.
Ordinance Z-238 passed unanimously.
- A motion was
Public Hearing/Ordinance Z-235/Dr. Perkins Rezone
made by Councilor Fleming to introduce Ordinance Z-235 and suspend
the rules for reading of the same. The motion was seconded by
Councilor Potasnik. All members voted aye. Motion carried. Shelia
Marshall, Attorney for Dr. Perkins explained the Doctor was
requesting a zoning change from S-2 to B-5. Mayor Hancock opened
the hearing to the public. There being no questions or objections
from the public the hearing was closed and opened to the Council
for questions and/or objections. There being none Councilor Fleming
made a motion to suspend the rules and act on Z-235 tonight. The
motion was seconded by Councilor Johnson. All members voted aye.
Motion carried. Councilor Johnson then called for the question. All
members voted aye. Ordinance Z-235 passed unanimously.
Public Hearing/Ordinance D-562/Additional Appropriation/CCI
- Councilor Potasnik made a motion to
Fund/Sidewalks
introduce Ordinance E-562 and suspend the rules for reading of the
same. The motion was seconded by Councilor Lonzo. All members
voted aye. Motion carried.
Mayor Hancock opened the hearing to the public. There being no
questions and/or objections from the public the Mayor closed the
public hearing and opened it up to the Council for questions and/or
objections. There being no objections Councilor Johnson made a
motion to suspend the rules and act on Ordinance D-562 tonight. The
motion was seconded by Councilor Fleming. All members voted aye.
Motion carried. Mayor Hancock called for the vote. All members
voted aye. Ordinance D-562, an Ordinance appropriating $90,000 for
sidewalks from the CCI Fund passed unanimously.
Resolution 8-1-88-1/Transfer of Funds within Clerk-Treasurer Budget
- Councilor Johnson made a motion to introduce Resolution
for 1988
8-1-88 and suspend the reading of the same. The motion was seconded
by Councilor Doane. All members voted aye. Motion carried.
Councilor Doane made a motion to suspend the rules and act on
Resolution 8-l-88 tonight. The motion was seconded by Councilor
Potasnik. All members voted aye. Motion carried. The Mayor called
for a vote. All members voted aye. Resolution 8-1-88-1 passed
unanimously.
