JULY 6, 1988 CARMEL CITY MEETING HALL A special meeting of the Carmel City Council was called to order by Mayor Dorothy Hancock. Council members in attendance were Minnie Doane, Alan Potasnik, Ted Johnson, James Miller, Lee Lonzo, Frank Fleming and Tom Irvin. City Attorney Steve Andrews and Clerk-Treasurer Susan Jones were also in attendance. - Councilor Lonzo Ordinance A-60/Water Conservation/Discussion made a motion to amend Ordinance A-60 to include a fine of up to $250.00. The motion was seconded by Alan Potasnik. Councilors Lonzo, Johnson, Fleming, Irvin, Potasnik and Doane voted aye. Councilor Miller voted nay. Motion carried. Councilor Lonzo made a second motion to amend Ordinance A-60 to include a reconnect charge of $100.00. The motion was seconded by Councilor Doane. Councilors Lonzo, Fleming, Irvin, Miller and Doane voted aye. Councilors Johnson and Potasnik voted nay. Motion carried. Mayor Hancock called for the question but asked for an amendment to correct paragraph #4 to #3 and paragraph #5 to #4 and to change the word "Counsel" on page 8 to "Council". All members voted aye. Motion carried. Joe Carmen residing at 1280 Spruce Drive outlined the severe problems with the water in his neighborhood and asked for the Council to act on Ordinance A-60 tonight and also asked for the Council to consider going to a level 3. Councilor Johnson madle a motion to suspend the rules and introduce Ordinance A-60 and dispense with the reading of the same. The motion also called for suspending the rules and acting on A-60 tonight. The motion was seconded by Councilor Lonzo. All members voted aye. Motion carried. Mayor Hancock then called for the question. All members voted aye. Ordinance A-60 as amended passed unanimously. It was the decision of the City Council to remain at a level 2 water conservation status and send out notices again to the residents of Carmel. If after a short time and there is no improvement in the watering situation then an emergency meeting will be called and at that time a different level can be determined.
