Meeting Minutes
June 6, 1988
7:00 P.M.
Carmel City Meeting Hall
The meeting of the Carmel City Council was called to order by Mayor
Dorothy Hancock at 7:00 P.M. Members in attendance were Tom Irvin,
Frank Fleming, Lee Lonzo, Ted Johnson, Alan Potasnik and Minnie
Doane. Clerk-Treasurer Susan Jones was also in attendance.
The invocation was given by Councilor Doane followed by the Pledge
of Allegiance.
Councilor Potasnik made a motion to approve the minutes of May 16,
1988. The motion was seconded by Lee Lonzo. All members voted aye.
Motion carried.
Ordinance D-553 Establishing a Stop Sign for Westbound Traffic on
- Councilor
College Drive at its Intersection with Pennsylvania
Johnson made a motion to introduce Ordinance D-553 establishing a
Stop sign for westbound traffic on College Drive at its
intersection with Pennsylvania and suspend the rules for reading of
the same. The motion was seconded by Councilor Lonzo and all
members voted aye. Councilor Johnson then made a motion to suspend
the rules and act on Ordinance D-553 tonight. The motion was
seconded by Councilor Potasnik. All members voted aye. Motion
carried. Mayor Hancock called for the question. All members voted
aye . Ordinance D-553 passed unanimously.
Ordinance D-554 Establishing a Stop Sign for Westbound Traffic on
-
Congressional Boulevard at its Intersection with Pennsylvania
Councilor Potasnik made a motion to introduce Ordinance D-554
establishing a Stop sign for westbound traffic on Congressional
Boulevard at its intersection with Pennsylvania and suspend the
rules for reading of the same. The motion was seconded by Councilor
Lonzo and all members voted aye. Councilor Johnson then made a
motion to suspend the rules and act on Ordinance D-554 tonight. The
motion was seconded by Councilor Irvin. All members voted aye.
Motion carried. Mayor Hancock called for the question. All members
voted aye. Ordinance D-554 passed unanimously.
Ordinance D-555 Establishing a Four-Way Stop Intersection at
- Councilor_
College Avenue and Congressional Boulevard
Johnson made a motion to introduce Ordinance D-555 establshing a
four-way Stop intersection at College Avenue and Congressional
Boulevard and suspend the rules for reading of the same. The motion
was seconded by Councilor Lonzo. All members voted aye. Motion
carried. A motion was made by Councilor Potasnik and seconded by
Councilor Irvin to table Ordinance D-555 until such time as the
kind of four-way stop signs to be used is resolved. All members
voted aye. Motion carried.
Ordinance D-556/Establishinq a Two-way Stop intersection at
- Councilor Lonzo made a
Lakeshore Drive, East at Partridge Place
motion to introduce Ordinance D-556 establishing a four-way Stop
intersection at Lakeshore Drive, East at Partridge Place and
suspend the rules for reading of the same. The motion was seconded
by Councilor Potasnik. All members voted aye. Motion carried. A
motion was made by Councilor Lonzo to amend ordinance D-556 to read
a four-way Stop rather than a two-way Stop and to table ordinance
D-556 until such time as the kind of four-way stop signs to be used
is resolved. All members voted aye. Motion carried.
Mrs. Sue who lives at 401 Partridge Place addressed the council and
stated she favored the stop sign.
Ordinance D-557/Establishing a Stop Sign for Southbound Traffic on
- Councilor
Colleqe Avenue at it's Intersection with 116th Street
Johnson made a motion to introduce Ordinance D-557 establishing a
Stop sign for southbound traffic on College Avenue at it's
intersection with 116th Street and suspend the rules for reading of
the same. All members voted aye. Motion carried. Councilor Johnson
then made a motion to suspend the rules and act on Ordinance D-557
that evening. The motion was seconded by Councilor Doane. All
members voted aye. Motion carried. Mayor Hancock called for the
question. All members voted aye and ordinance D-557 passed
unanimously.
Ordinance D-558/Vacating a Portion of Alleys within Carmel Indiana
- Councilor Johnson made a motion to introduce Ordinance D-558 and
suspend the rules for reading of the same. The motion was seconded
by Councilor Fleming. All members voted aye. Motion carried. Bill
Wendling of Campbell, Kyle and Proffit gave an explanation of the
Ordinance to the Council. Mr. Wendling also explained he had talked
with Mr. Applegate (Owner of Carmel Pool Hall) who had objections
to the vacating of the alley but had no reasons to substantiate his
objections. Councilor Johnson made a motion to suspend the rules
and act on ordinance D-558 this evening. All members voted aye.
Motion carried. Mayor Hancock called for the vote. Councilor
Fleming voted nay all other members voted aye. Ordinance D-558
passed 5 in favor and 1 against.
Additional Appropriation/Ordinance D-552/Local Roads and
Fund - Councilor Johnson made a motion to introduce Ordinance-D-552
and suspend the rules for reading of the same. The motion was
seconded by Councilor Lonzo. All members voted aye. Motion carried.
Mayor Hancock opened the hearing to the public. There being no
questions or objections from the public the Mayor closed the public
hearing and opened the hearing to the Council. Again there being no
objections from the Council. Councilor Lonzo made a motion to
suspend the rules and act on Ordinance D-552 this evening. All
members voted aye. Motion carried. This additional appropriation
will be used for the widening of 116th Street (no sidewalks ) and
the lighting of the northside of the street along College at Ruckle
and Penn.
No Parking/North Range Line Road between Cool Creek Boulevard and
- Councilor Fleming made a motion to direct the City
Lotus Gardens
Attorney to draft an ordinance prohibiting parking on the northside
of Range Line Road between Cool Creek Boulevard and Lotus Gardens.
The motion was seconded by Councilor Irvln. All members voted aye.
Motion carried. Mayor Hancock stated she would contact the Street
Commissioner and get his advice on how far back the No Parking
signs should go along Range Line.
- Councilor Potasnik made a
Annexation/C.P. Morgan/Ordinance C-127
motion to introduce Ordinance D-127 and suspend the rules for
reading of the same. The motion was seconded by Councilor Lonzo.
All members voted aye. Motion carried. Councilor Johnson then made
a motion to suspend the rules and act on Ordinance C-127 this
evening. All members voted aye. Motion carried. Mayor Hancock
called for the question. All members voted aye. Ordinance C-127
passed unanimously.
- Councilor Johnson made a
Ordinance Z-234/Sundown Gardens Re-zone
motion to introduce Ordinance Z-234 and suspend the rules for
reading of the same. The motion was seconded by Councilor Lonzo.
All members voted aye. Motion carried. Much discussion followed
regarding the rezone of Sundown Gardens. A motion was made by
Councilor Johnson to suspend the rules and act on Ordinance Z-234
this evening. Councilor Potasnik voted againist the motion. Motion
did not carry. Ordinance Z-234 will be back on the next Council
agenda in two weeks.
- Councilors Johnson, Lonzo, Potasnik and
Annexation Committee
Doane volunteered for serve on an Annexation Committee.
RR - Councilor Johnson asked if something couldn't be done
Ties
with the unsightly railroad ties at the Lumberyard Mall. Mayor
Hancock said she has been working on it and would continue to
follow through on getting it done.
- Mayor Hancock stated that July 6, 13 and 20, 1988
Budqet Meetings
had been set for budget meetings.
- Councilor Lonzo asked to have
No Parkinq/Draft Ordinance
the City Attorney to draft an ordinance for No Parking on the east
side of 3rd Avenue N.E. from 1st Street N.E. north to the current
northern property line of the Carmel Masonic Lodge.
There being no further business before the Common Council the
meeting was adjourned.
