JUNE 27, 1988 CARMEL FIRE DEPARTMENT A special meeting of the Carmel City Council was called to order by Mayor Dorothy Hancock. Councilors in attendance were Tom Irvin, Frank Fleming, Alan Potasnik, Ted Johnson, James Miller, Minnie Doane and Lee Lonzo. Others in attendance were City Attorney Steve Andrews and Clerk-Treasurer Susan Jones. The invocation was given by Councilor Doane. The purpose of the special meeting was to discuss the possibility of sewer relief for the month of May 1988. Approximately 25-50 residents were present and the meeting was opened to the public and to the Council for questions regarding the current water situation and the problem with the May sewer bill. Mr. James Dougherty (Utilities Manager) and Don Silvey (Consulting Engineer) outlined present and future plans for water in Carmel. The Mayor explained she had four methods of dealing with the current problem. 1.) Grant sewer relief 2.) Water Restrictions 3.) By-pass softening process 4.) Hook-on to Hamilton Western Utilities The following persons addressed the Council with concerns regarding the water situation. Mr. O'Connell, 13225 Hazelwood Drive - had concerns regarding future water needs. Mr. Bland, 10711 Braewick Drive - wanted to know of this situation is an "inconvenience" or a truly serious problem. Mr. Espy, 14108 Williamsburg Drive - had concerns over equipment failure. Mrs. Espy, 14108 Williamsburg Drive - had concerns over building permits being issued too freely. Mr. Roads, 4780 Bentley Drive - concerns over hard water. Ann Mackey, 10911 Lakeshore Drive E. - had concerns over what to expect if the drought continues, asked for a short term freeze on new hook-ups and also wanted the Council to consider sewer relief for April also. Fred Russo, 14139 Williamsburg Drive - concerned over the high cost of water and how he could go about installing a wel1. Mr. Arney, 12967 Cambridge Drive - wanted to know why water usage was used for a basis of determining the sewer bill. Mr. Doran, 12942 Camborne Court - presented a petition to the Council, had concerns over growth and wanted to know about water restrictions. Paula Barnett, 3706 Cambridge Court - spoke in favor of sewer relief. ORDINANCE S-49 - Councilor Miller made a motion to introduce Ordinance S-49. The motion was seconded by Councilor Doane. All members voted aye. Mayor Hancock then read Ordinance S-49. This ordinance grants sewer relief to customers of Carmel water for the month of May 1988 only. Councilor Lonzo made a motion to suspend the rules and act on S- 49 tonight. The motion was seconded by Councilor Potasnik. All members voted aye. Motion carried. Mayor Hancock called for the question. All members voted aye. Ordinance S-49 passed unanimously. ORDINANCE A-60 - City Attorney Andrews briefed the Council on Ordinance A-60. Ordinance A-60 is an ordinance providing for water cconservation. Much discussion followed regarding enforcement. It was the decision of the Council or table this Ordinance until July 6, 1988.
