Meeting Minutes
May 16, 1988
7:00 P.M.
Carmel Meeting Hall
The meeting of the Carmel City Council was called to order by Mayor
Dorothy Hancock at 7:00 P.M. Members in attendance were Tom Irvin,
Frank Fleming, Lee Lonzo, James Miller, Ted Johnson, Alan Potasnik
and Minnie Doane. City Attorney Steve Andrews and Clerk-Treasurer
Susan Jones were also in attendance.
The invoation was given by Councilor Doane followed by the Pledge
of Allegiance.
Councilor Potasnik made a motion to approve the minutes of May 2,
1988. The motion was seconded by Councilor Irvin. All members voted
aye. Motion carried.
Councilor
Ordinance Z-232, Amending Zoning Ordinance Z-160 -
Potasnik made a motion to introduce ordinance Z-232 amending Zoning
Ordinance Z-160 and suspend the rules for reading of the same. The
motion was seconded by Councilor Irvin. All members voted aye.
Motion carried. This zoning ordinance changes the legal notice time
from 15 days to 30 days. A motion was made by Councilor Potasnik to
suspend the rules and act on Ordinance Z-232 this evening. The
motion was seconded by Councilor Johnson. All members voted aye.
Motion carried. Mayor Hancock called for the question and Ordinance
Z-232 passed with a unanimous vote.
Ordinance D-549, Amending Carmel City Code, City Speed Limits, as
- Councilor Miller made a motion to introduce ordinance D-
amended
549 and suspend the rules for reading of the same. The motion was
seconded by Councilor Potasnik. All members voted aye. Motion
carried. Councilor Johnson made a motion to suspend the rules and
act on D-549 this evening. The motion was seconded by Councilor
Miller. All members voted aye. Motion carried. Mayor Hancock called
for the question and Ordinance D-549 passed with a unanimous vote.
Ordinance D-550, Amending Carmel City Code, Establishing stop
and/or Yield Intersections thru the Corporate Limits of the City of
- Councilor Johnson made a motion to introduce ordinance D-
Carmel
550 and suspend the rules for reading of the same and act on D-550
this evening. The motion was seconded by Councilor Potasnik. All
members voted aye. Motion carried. Mayor Hanock called for the
question. Ordinance D-550 passed with a unanimous voted.
Councilor
Ordinance D-551, 96th & Aronson/Stop Light Ordinance
Potasnik made a motion to introduce Ordinance D-551 and suspend the
rules for reading of the same. The motion was seconded by Councilor
Irvin. All members voted aye. Motion carried. Councilor Johnson
made a motion to suspend the rules and act on ordinance D-551 this
evening. The motion was seconded by Councilor Doane. All members
voted aye. Motion carried. Mayor Hancock called for the question
and Ordinance D-551 passed unanimously. This ordinance provides for
a stop light at 96th and Aronson given to the city at no cost from
the County Line Association.

Petition/Lakeshore Drive East and Partridge Place/Stop Sign
Council Lonzo made a motion to direct the City Attorney to draw up
an ordinance providing for a stop sign at the intersection of
Lakeshore Drive East and Partridge Place and to request a traffic
study from the Carmel Police Department and City Engineer. The
motion was seconded by Councilor Potasnik. All members voted aye.
Motion carried. Councilor Lonzo presented a petition from the
residents of the area to the Clerk-Treasurer in support of this
request.
Amendment to Ordinance D-519/No Parkinq on 2nd Street, N.E. and No
- Councilor Fleming asked the City Council
Parking 3rd Avenue N.E.
to consider No Parking on the above mentioned streets. Council
Lonzo said the school was still working on trying to find a
solution and asked the Council to consider No Parking on only one
side of the street. This matter was tabled until June 6, 1988
allowing the other Council members to drive the area and see the
problem firsthand.
There being no further business before the City Council the meeting
was duly adjourned.
