MARCH 28, 1988
MEETING MINUTES
The Board of Public Works and Safety was called to order by
Mayor Dorothy Hancock at 5:15 P.M. in the Carmel Meeting Hall
with Board member Fred Swift present. Also in attendance were
City Attorney Steve Andrews and Clerk-Treasurer Susan W.
Jones.
Fred Swift made a motion to accept the minutes of March 7,
1988. The motion was seconded by Mayor Hancock and all
members voted aye.
Fred Swift made a motion to approve claims dated 2/16/88,
pages 1 through 4 for a total of $1,458,694.11 and claims
dated 3/17/88, pages 1 through 23 for a total of
$2,081,542.31. The motion was seconded by Mayor Hancock and
all members voted aye. Motion carried.
POLICE DEPARTMENT/PROMOTIONS/NEW HIRES/EMPLOYEE REPLACEMENT -
Mayor Hancock made a motion to approve the promotion of
Rebecca House from 2nd Class Civilian to 1st Class Civilian
effective April 12, 1988, starting a new pay period. This
will increase Rebecca's pay from $17,345.00 to $17,985.00
which includes longevity. The motion was seconded by Fred
Swift. All members voted aye. Motion carried.
Mayor Hancock made a motion to hire Trina Salemi and Janet
Urich as 3rd Class Civilians. These hirings would fill the
vacancies created by the transfer of Robert Pelzer and
Gregory York to the Road Patrol Division. The starting dates
would be at the beginning of the next pay period. Starting
salary for 3rd Class Civilians is $15,546.00. The motion was
seconded by Fred Swift. All members voted aye. Motion
carried.
SECONDARY PLAT SIGNATURES: VALLEYBROOK
SECTION I AND BROOKS
MANOR - Fred Swift made a motion to approve the secondary
plat for Brooks Manor. The motion was seconded by Mayor
Hancock. All members voted aye. Motion carried.
Mayor Hancock made a motion to approve the secondary plat for
Valleybrook, Section I. The motion was seconded by Fred Swift
and all members voted aye. Motion carried.
CURB CUTS/MERIDIAN TECHNOLOGY PARK -
a.) Median Cut & Two curb Cuts Phase III
Mayor Hancock made a motion to approve the proposed
plans for a median cut in Pennsylvania Street.
The proposed cut is approximately half way
between Congressional Boulevard and College
Drive and will serve both parcels east of
Pennsylvania between these streets. The
motion was seconded by Fred Swift. All members
voted aye. Motion carried.
b.) Curb Cut-Conseco Phase II
Fred Swift made a motion to approve the curb
cut for Conseco onto Pennsylvania Street with
the stipulation that it lines up with the curb
cut of Hewlett-Packard and as long as a tree
does not have to be destroyed in the process.
The motion was seconded by Mayor Hancock. All
members voted aye. Fred Swift asked if they
ran into a problem if they would come back to the
Board and talk with them before making any other
changes.
c.) Mayor Hancock made a motion to approve the curb
cuts for the Pinnacle Athletic Facility. The cuts
would be one on to Congressional Blvd. and one on
to College Drive. The motion was seconded by Fred
Swift. All members voted aye. Motion carried.
MERIDIAN CORNERS-WEST SIDE - Joe Sharp of Paul Cripe
presented a preliminary street plan for 126th Street.

MERIDIAN PARK II & III/CURB CUTS ON 126TH STREET
Hancock made a motion to approve the two curb cuts for
Meridian Park II & III as presented with the exception that
the western most curb cut would be a right turn only curb
cut. The motion was seconded by Fred Swift. All members voted
aye. Motion carried.
SEWER/WATER AVAILABILITY/CURB CUTS FOR U-LOK-IT
MINIWAREHOUSE
- Mayor Hancock made a motion to approve water and sewer
availability for the U-Lok-It Miniwarehouse to be located on
North Range Line Road as follows:
Water: 1.41 E.D.U.'s as per Water Ordinance A-54 Sec. 4.03.
Not to exceed an average daily flow of 423 gallons.
Sewer: 1.41 E.D.U.'s as Sewer Ordinance S-41 Chapter 7.
Not to exceed an average daily flow of 423 gallons.
The motion was seconded by Fred Swift and all members,voted
aye. Motion carried.
Mayor Hancock made a motion to approve the curb cut for the
miniwarehouse on Range Line Road. The motion was seconded by
Fred Swift. All members voted aye. Motion carried.
Fred Swift asked that a full screen planting be done to
protect the cemetery behind the warehouse. Tom Welch showed
Mr. Swift the plans which called for evergreens to be planted
along the backside of the project. Fred Swift asked the City
Engineer to stay on top of this to be sure trees of a good
size were planted.
SIGNATURES/REIMBURSEMENT AGREEMENT/KINGSWOOD SECTION . III-
WATER MAIN - The reimbursement agreement for Kingswood,
Section III, Water Main in the amount of $11,023.00 was
signed by the Board of Public Works.
ACKNOWLEDGEMENT OF ANNEXATION/VALLEYBROOR, SECTION II -
Tabled.
PERFORMANCE BOND RELEASES: CARRINGTON WOODS AND CEDAR LARE -
Tabled.
The meeting was adjourned at 6:15 P.M.
