CARMEL CITY COUNCIL MEETING
FEBRUARY 1, 1988
The meeting of the Carmel City Council was called to order at 7:05
P.M. on February 1, 1988 at the Carmel City Meeting Hall by Mayor
Dorothy Hancock. Council members Miller, Doane, Irvin, Potasnik,
Fleming and Lonzo were present. Others in attendance were City
Attorney Steve Andrews and Clerk-Treasurer Susan Jones.
Invocation was given by Miss Doane followed by the Pledge of
Allegiance.
Councilor Potasnik made a motion to approve the minutes of January
18, 1988. The motion was seconded by Councilor Miller. All members
voted aye and the motion carried. Councilor Potasnik noted there
was a typing error on page 1, 5th line from the bottom - it should
have been "an" instead of "and".
Ordinance Z-226 An Ordinance Amending the Zoning Ordinance
- Mayor Hancock explained to the
of Carmel/Fees and Permits
Council that Ordinance Z-226 was eligible for a vote and/or
discussion. It was the desire of the Council at that time to hold
a discussion on Ordinance Z-226. Councilor Potasnik explained the
history of this Ordinance and then called for the question. Mayor
Hancock then called for the vote. Councilor Lonzo explained that
a motion was needed calling for the end to the debate and that
would take a 2/3 majority to end the debate. A motion was then
made by Councilor Potasnik calling for an end to the debate. The
motion was seconded by Councilor Lonzo. The motion received
three nay votes from Councilor Miller, Fleming and Lonzo.
Motion did not carry and the discussion continued. After the
discussion ended Mayor Hancock again called for the vote.
Councilor Fleming voted nay but the motion carried with a majority
of votes. Councilor Lonzo wanted a correction noted for the record.
Page 7, second paragraph under 29.6.7 the word "repeat" should be
changed to "repeal".
Ordinance Z-541/An Ordinance to amend the Carmel City Code, Chapter
-
41.18, Prohibiting Parking at all Times on Certain Streets
Councilor Lonzo made a motion to introduce Ordinance Z-541
prohibiting parking on either side of Second Street, N.E. between
Fourth Avenue, N.E. and Audubon Drive. The motion was seconded by
Councilor Fleming. All members voted aye. Motion carried.

Councilor Doane asked Mayor Hancock if
Railroad Right-of-Way:
anything was being done with the railroad right-of-way. Councilor
Doane stated she had received a phone call from a Mr. Lucas who was
concerned about the progress. Mayor Hancock assured Councilor Doane
she was working on it with CSX Real Estate.
There being no other business for the Carmel City Council the
meeting was adjourned.
