HomeMy WebLinkAboutCCM-02-15-88 MINUTES OF THE CARMEL CITY COUNCIL MEETING FEBRUARY 15, 1988 The meeting of the Carmel City Council was called to order at 7:00 P.M. on February 15, 1988 at the Carmel City Meeting Hall by Mayor Dorothy Hancock. Council members Miller, Doane, Irvin, Potasnik, Fleming, Johnson and Lonzo were present. Clerk-Treasurer Susan Jones was also in attendance. Invocation was given by Miss Doane followed by the Pledge of Allegiance. Councilor Irvin made a motion to approve the minutes of February 1 and February 8, 1988. The motion was seconded by Councilor Potasnik. All members voted aye and the motion carried. Ordinance D-541 An ordinance to amend the Carmel City Code, Chapter - A 41.18, Prohibiting Parking at all times on certain Streets report was given by Mayor Hancock on the position of the Police Department. They were in favor of eliminating parking on the northside but not on the southside or eliminating parking all together. It was decided by the Council that no matter what way they went with this ordinance that enforcement was the key to eliminating the problem. The Mayor then suggested to the Council they look at the parking fine which is only $2.00. Councilor Johnson asked the Mayor to direct the City Attorney to look into this fine and perhaps it should be raised to at least cover administrative costs. Councilor Lonzo stated that a committee was being formed this coming Thursday night to look into this horrible parking problem at the high school. The committee would be made up of school personnel. He also stated that Juniors and Seniors are the only ones permitted to park at the High School and only one parking pass is being issued to a family. Councilor Lonzo then made a motion to amend Ordinance D-541 striking the word "either" and changing it to "northside". The motion was seconded by Councilor Johnson and all members voted aye. Motion carried. Councilor Lonzo next made a motion to amend Ordinance D-541 striking the street name "Audubon Drive" and changing it to "Carmel High School Parking Lot". The motion was seconded by Councilor Johnson. All members voted aye and the motion Page 2 Council Meeting Minutes February 15, 1988 carried. Mayor Hancock then called for a vote on Amended Ordinance D-541. All members voted aye. Ordinance D-541 passed unanimously. - A resolution to include the Carmel City PERF/Carmel City Judge Judge on the PERF program was tabled until such time as it was determined if the Judge had the matching contribution of 4.25% in the 1988 budget. The City has to match every contribution and since the Judge was never included in the PERF program the 1988 City Court budget does not have the funds at this time. The funding problem was directed to the City Judge for his consideration. There being no further business of the City Council the meeting was duly adjourned at 7:20 P.M. APPROVED: Dorothy J.
