MEETING OF THE CARMEL CITY COUNCIL
JANUARY 4, 1988
CITY MEETING HALL
The meeting of the Carmel City Council was called to order at 7:00
P.M. on January 4, 1988 by Mayor Hancock with Council members,
Miller, Doane, Johnson, Fleming, Lonzo, Potasnik and Irwin present.
Also present were City Attorney Steve Andrews and Clerk-Treasurer
Susan Jones.
Invocation was given by Miss Doane followed by the Pledge of
Allegiance.
Mr. Fleming made a motion to approve the minutes of December 21,
1987. The motion was seconded by Mr. Miller and all members voted
aye. Motion carried.
Swearing in of New Police Chief - Mayor Hancock swore in the new
police chief Gary Barney.
Election of President Pro Tem - Mr. Fleming made a motion to
nominate Councilor Jim Miller as President Pro Tem of the City
Council. Mr. Johnson then moved that the nominations be closed. All
members voted aye. Motion carried.
Appointments to Plan Commission - Mr. Miller made a motion to
appoint Frank Fleming, Ted Johnson and Alan Potasnik to one year
terms to the Carmel Plan Commission. The motion was seconded by Tom
Irwin and all members voted aye. Motion carried.
Appointments to Board of Zoning and Appeals - Mr. Fleming made a
motion to appoint Tom Irwin to the Board of Zoning and Appeals. Mr.
Lonzo seconded the motion and all members voted aye. Motion
carried.
Appointments of the City Council by Mayor - Mayor Hancock appointed
Councilor Minnie Doane as Council Chaplin and Councilor Lee Lonzo
as Parliamentarian.

1988 Budget - Mayor Hancock presented a letter to the Council
concerning the budget for 1988 and the result of the appeal by the
State Tax Commissioners. Mayor Hancock stated that the budget would
have to be cut in the amount of $110,313.00. A motion was made by
Mr. Fleming to cut one police car in the amount of $17,291.00 and
the remainder of the cut $93,022.00 would come from street
repaving. Mr. Potasnik seconded the motion and all members voted
aye. Motion carried.
Appointments to Council Committees -
TV Committee - A motion was made by Mr. Johnson and seconded by
Miss Doane to appoint Jim Miller to the TV Committee. All members
voted aye. Motion carried.
Insurance Committee - A motion was made by Mr. Johnson and seconded
by Mr. Fleming to appoint Lee Lonzo, Tom Irwin and Jim Miller to
the Insurance Committee. All members voted aye. Motion carried.
Utilities Committee - A motion was made by Mr. Johnson and seconded
by Mr. Lonzo to appoint Frank Fleming, Minnie Doane and Allan
Potasnik to the utilities committee. All members voted aye. Motion
carried.
Letterhead - The new letterhead for the city council was approved
by the Council.
COIT - COIT information was distributed to Council members for
their review by Mayor Hancock.
A motion was made by Ted Johnson to adjourn. The motion was
seconded by Jim Miller. All members voted aye. Motion carried.

Dear Members:
During budget meetings last summer the Council at that time
decided to appeal the tax levy.
We received word last Wednesday that a portion of our request had
been granted. We appealed for $960,313 and received $850,000.
Upon determining that an appeal would be made~ the Council added
$200,000 to the Street Repaving~ budget (1987 budget was $100,000
- 1988 had already been raised to $200,000) and $34,582 to the
Police budget for 2 unmarked police cars.
We now need to cut $110,313 from the budget. We need to have
direction on how you wish to make the cut.
If the full $110,313 is taken from Street Repaving, it would mean
a repaving budget of $289,687, or $189,687 over the 1987 budget
and $89,687 over the original 1988 budget.
If the two police cars are removed in the sum of $34,582 and the
remainder taken out of Street Repaving, that would leave $324,269
in Street Repaving.
I would appreciate a vote on this item this evening so the Clerk-
Treasurer and Department Heads can proceed with their plans for
1988.
