MINUTES OF THE
MEETING OF THE CARMEL CITY COUNCIL
JANUARY 18, 1988
CITY MEETING HALL
The meeting of the Carmel City Council was called to order at 7:00
P.M. on January 18, 1988 by Mayor Dorothy Hancock. Council members
Miller, Doane, Irvin, Potasnik, Fleming, and Lonzo were present.
Others in attendance were City Attorney Steve Andrews and Clerk-
Treasurer Susan Jones.
Invocation was given by Miss Doane followed by the Pledge of
Allegiance.
Councilor Potasnik made a motion to approve the minutes of January
4, 1988. Councilor Miller seconded the motion and all members voted
aye. Motion carried.
Public Hearing, Ordinance D-540, Additional Appropriation General
Councilor Miller made a

motion to introduce Ordinance D-540. Motion seconded by Councilor
Lonzo. Mayor Hancock opened the hearing to the public. There being
no questions or objections from the public the Mayor closed the
public hearing and opened the hearing to the Council. Again there
were no questions or objections from the Council. Councilor Doane
made a motion to suspend the rules and act on Ordinance D-540 this
evening. The motion was seconded by Councilor Potasnik. A vote was
taken and Ordinance D-540 passed unanimously.
Public Hearing, Ordinance Z-226 An Ordinance Amending the Zoning
- Councilor Potasnik made a
Ordinance of Carmel/Fees and Permits
motion to introduce Z-226 and dispense with the reading of the
same. Motion seconded by Councilor Fleming. Mr. Wesley Bucher and
Mr. Chuck Kiphart explained the amendment and the new fee schedule.
Mayor Hancock then opened the hearing to the public. There being no
questions or objections from the public the Mayor closed the public
hearing and opened the hearing to the Council. Many questions and
objections were raised by Councilor Fleming and the Council asked
Mr. Bucher and Mr. Kiphart to check with other communities in the
surrounding areas and compare their fees. Councilor Fleming stated
in the past few years there had been an excess in the fees in
relation to the budget and there was no need to raise the rates. It
was the decision of the Council to take Ordinance Z-226 under
review and discuss it again at the February 1, 1988 Council
meeting.

Public Hearing, Re-Zone S-1 to S-2, C.P. Morgan/Hensel Tract
motion was made by Councilor Miller to introduce Ordinance Z-225
and dispense with reading of the same. The motion was seconded by
Councilor Doane. Mr. James Nelson, 3663 Brumley Way, representing
C.P. Morgan explained the project to the public and to the Council.
Mayor Hancock opened the hearing to the public for questions and
comments. Gary Ritz, 4303 Powder Horn Court, Carmel stated he was
in favor of the project. Mr. Ritz felt the project was a tremendous
asset and value to the community. Mark Kichler, 3842 Wolf Creek
Circle wanted the Council to understand that the original project
was nothing like the one that was being presented and that through
the public many changes were made. Cindy Dube', 10444 Lakeshore
Drive East stated she still wanted the primary entrance to be at
96th Street. She felt that with the many children in the
surrounding neighborhood that dumping 400 cars onto 106th would be
unsafe. Chris Smelser, 804 F Schoen Court presented her view on the
ecology impact of the project.
At this time the Mayor closed the public hearing and opened the
hearing to Council members for questions and discussions. For the
record President Miller wanted it noted that street lighting would
be installed in this project. Mr. Nelson assured him it would.
Concerns were also raised concerning construction traffic.
Councilor Lonzo complimented the public and Mr. Nelson for having
done their homework.
Councilor Lonzo made a motion to suspend the rules and act on
Ordinance Z-225 this evening. The motion was seconded by Councilor
Doane. All members voted aye. Motion carried.
Councilor
Carmel Drive Sidewalks Between Keystone and Rangeline
Potasnik asked the Mayor if follow-up could be done on getting
sidewalks between Keystone and Rangeline on Carmel Drive. The Mayor
stated she would contact Don Silvey and find out the current status
of the project.

Sidewalk Committee
volunteered to serve on the Council Sidewalk Committee.
There being no further business the meeting the City Council was
duly adjourned.
