HomeMy WebLinkAboutCCM-02-06-89CARMEL CITY MEETING MINUTES FEBRUARY 6, 1989 7:00 P.N. CARMEL CITY MEETING HALL The meeting of the Carmel City Council was called to order by Mayor Dorothy J. Hancock. Councilors present were Minnie Doane, Alan Potasnik, Lee Lonzo, James Miller, Frank Fleming and Tom Irvin. City Attorney Andrews and Clerk-Treasurer Susan W. Jones were also in attendance. The invocation was given by Councilor Doane followed by the Pledge of Allegiance. A motion was made by Councilor Potasnik to approve the MINUTES: minutes of January 16, 1989 with the correction on page 2 under the Public Hearing Z-238 with the word able changed to table. The motion was seconded by Councilor Lonzo. All members voted aye. Motion carried. The Mayor honored the Carmel High CARMEL HIGH SCHOOL MARCHING BAND: School Marching Band with a proclamation Councilor Fleming ANNEXATION/ORDINANCE C-134/PURSEL PROPERTY: introduced Ordinance C-134 and suspended the rules for reading the same. The motion was seconded by Councilor Doane. Mark Boyce from CP Morgan explained the annexation of the Pursel property. This was the second parcel the Council had annexed last fall. This parcel would include an additional 71.58 acres. Councilor Miller made a motion to suspend the rules and act on Ordinance C-134 tonight. The motion was seconded by Councilor Doane. All members voted aye. Motion carried. The Mayor called for the question. All members voted aye. Ordinance C-134 passed unanimously. PUBLIC HEARING/ORDINANCE D-596/ADDITIONAL APPROPRIATION/CUMULATIVE Councilor Irvin made a motion to CAPITAL SEWER FUND/$744,000: introduce Ordinance D-596 and suspend the rules for reading of the same. The motion was seconded by Councilor Potasnik. The Mayor explained to the public and to the City Council that the $744,000 would be spent from the Cumulative Capital Sewer fund and would be for the reconstruction of the storm drainage in the old town of Carmel. The Mayor then opened the hearing to the public for questions and/or objections. Hearing none the Mayor closed the public hearing and opened it to the Council for questions and/or objections. Councilor Potasnik asked for a clear definition about the source of funds and this being the last year for this tax. The Mayor explained it was the last year for this fund as was originally established but action could be taken by the Council to include it again when the budget is done for 1990. Councilor Lonzo made a motion to suspend the rules and act on Ordinance D-596 tonight. The motion was seconded by Councilor Irvin. All members voted aye. Motion carried. The Mayor called for the question. All members voted aye. Ordinance D-596 passed unanimously. Councilor Potasnik PUBLIC HEARING/OAKRIDGE CENTRE/ORDINANCE Z-241: made a motion to introduce Ordinance Z-241 and suspend the rules for reading of the same. The motion was seconded by Councilor Miller. E. Davis Coots, Attorney presented the rezone to the City Council and to the public. This rezone is located at the southeast corner of 136th Street and US 31 and would change the zoning classification from R-2 and S-2 to B-5. Mr. Coots stated this rezone had received unanimous approval by the Carmel Plan Commission. The Mayor then opened the hearing to the public for questions and/or objections. There being none, the Mayor closed the public hearing and opened it to the Council for questions and/or objections. There were none. Councilor Potasnik made a motion to suspend the rules and act on Ordinance Z-241 tonight. The motion was seconded by Councilor Fleming. All members voted aye. Motion carried. The Mayor called for the question. All members voted aye. Ordinance Z-241 passed unanimously. Councilor ORDINANCE D-598/AMENDMENT TO SALARY ORDINANCE D-592: Fleming made a motion to introduce Ordinance D-598 and suspend the rules for reading of the same. The motion was seconded by Councilor Doane. Councilor Miller made a motion to amend the salary for Assistant Director I in the Department of Community Development to $27,059.00 and include it in Ordinance D-598. The motion was seconded by Councilor Irvin. All members voted aye. Motion carried. Councilor Fleming made a motion to suspend the rules and act on Ordinance D-598 as amended tonight. The motion was seconded by Councilor Potasnik. All members voted aye. Motion carried. The Mayor called for the question. All members voted aye. Ordinance D-598 passed unanimously. RESOLUTION 2-6-89-1/AGREEMENT BETWEEN HAMILTON COUNTY COMMISSIONER. TOWN OF FISHERS AND CITY OF CARMEL: Councilor Lonzo made a motion to introduce Resolution 2-6-89-1 and suspend the rules for reading of the same. The motion was seconded by Councilor Potasnik. The Council praised the cooperative efforts of all political units to get together and try to resolve the tremendous traffic problem on 116th Street. This Resolution would allow for the units to seek Federal funding for this project. The Mayor called for the question. All members voted aye. Resolution 2-6-89-1 passed unanimously. FOURTH DISTRICT COUNCIL SEAT/JAMES MILLER: Councilor Miller read his resignation to the City Council and to the Mayor. The Council all shared their feelings of lose for Councilor Miller. Councilor Miller moved from his current district and is building a home in Kingswood addition which is not in his current district. Councilor Lonzo made a motion to direct the City Council to notify the Hamilton County Chairman of the resignation and for the Chairman to call a caucus of the precinct committeemen in that district within 30 days in order to appoint a new member to the Council. Councilor Irvin seconded the motion. All members voted aye. Motion carried. CHTV/LETTER OF THANKS TO CITY COUNCIL: Councilor Lonzo read a letter from Carmel High School Principal Dale Graham and Director of Broadcasting, Scott Gregg thanking the City Council for their $20,000 contribution to the CHTV department for equipment. RESIGNATION OF TOM IRVIN ON BOARD OF ZONING AND APPEALS: Councilor Irvin resigned his appointment from the Board of Zoning and Appeals. Councilor Irvin stated that a new law was now in effect that simply states that an elected official may not serve on the Zoning Board. City Attorney Andrews stated he would research this appointment and bring back the details at the next City Council meeting. APPOINTMENT TO CABLE TV ADVISORY BOARD: Councilor Lonzo made a motion to appoint Councilor Irvin to serve on the Cable TV Advisory Board as the replacement for Jim Miller. The motion was seconded by Councilor Potasnik. All members voted aye. Motion carried. It was the decision of the Carmel City Council that unless a need and/or an emergency existed they would not meet on April 3, 1989.
