HomeMy WebLinkAboutCCM-01-04-89CARMEL CITY COUNCIL MEETING MINUTES JANUARY 4. 1989 7:00 P.M. CARMEL CITY MEETING HALL The meeting of the Carmel City Council was called to order by Mayor Hancock. Members present were Councilors Doane, Miller, Irvin, Fleming, Lonzo, Johnson and Potasnik. City Attorney Steve Andrews and Clerk-Treasurer Susan W. Jones were also in attendance. The invocation was given by Minnie Doane followed by the Pledge of Allegiance. Councilor Johnson stated the last minutes were okay but Minutes: wanted them to state how strongly the Council objected to having the transfer from the Fire Department given to them at the last minute. Councilor Johnson didn't feel the language was strong enough and wanted the message clear to everyone that this kind of business would not be tolerated anymore. Councilor Johnson made a motion Election of New Council President: to nominate Councilor Lonzo as President of the City Council. Councilor Irvin seconded the motion and made an additional motion to close the nominations. All members voted aye. Motion carried. Councilor Miller thanked the Council for their cooperation and stated he felt it was an honor to serve as President. Sue Dillon, President of the Green Spaces/1989 Plan for Carmel: Citizens for Green Space present the 1989 plan for Carmel. Ms. Dillon asked for three considerations by the Council. First she asked that the Council pass a Resolution sanctioning this project and group. Second she asked if the Council would consider approaching the Urban Forest Departments at Purdue and Ball State University and requesting them to prepare a master plan for Carmel. Third would be for the City of Carmel to develop an environmental impact plan for developing within Carmel. The Mayor thanked Sue Dillon for her presentation and stated the Council would consider her requests and get back with her soon. Salary Ordinance Amendments: Councilor Lonzo made a motion to introduce D-592 and suspend the rules for reading of the same. The motion was seconded by Councilor Doane. All members voted aye. Motion carried. Councilor Lonzo then made a motion to amend D-592 under Deputy Treasurer II to read $18,970.00. The motion was seconded by Councilor Miller and all members voted aye. Motion carried. Councilor Lonzo made a motion to suspend the rules and act on D 592 tonight. The motion was seconded by Councilor Potasnik. All members voted aye. Motion carried. Councilor Johnson called for the question. All members voted aye. Councilor Johnson made a motion to introduce D-593 and suspend the rules for reading of the same. Councilor Johnson continued the motion to amend the first Major position to read Assistant Chief. The motion was seconded by Councilor Potasnik. All members voted aye. Motion carried. Councilor Lonzo made a motion to suspend the rules and act on D-593 tonight. The motion was seconded by Councilor Johnson. All members voted aye. Motion carried. Councilor Johnson called for the question. All members voted aye. Councilor Lonzo made a motion to introduce D-594 and suspend the rules for reading of the same. Councilor Irvin seconded the motion and all members voted aye. Councilor Lonzo made a motion to suspend the rules and act on D-594 tonight. The motion was seconded by Councilor Doane. All members voted aye. Motion carried. Councilor Johnson called for the question. All members voted aye. Motion carried. SALARY SURVEY/ELECTED OFFICIALS: Councilor Johnson stated that at the time the salary survey was first discussed it was mentioned that a survey should be done of full time elected officials salaries. Councilor Johnson said he would like to see that take place because as it stands right now, department heads are being paid more money than the administration and that is not right. The Mayor stated she would take care of it. REDISTRICTING: Councilor Johnson made a motion to include Kingswood Subdivision into Council District 4. The motion was seconded by Councilor Potasnik. All members vote aye. Motion carried. Councilor Miller thanked the Council for their cooperation concerning this matter and considered it an honor and great responsibility to serve on the Council. Councilor Miller has sold his home on Abbey Drive and will be moving to Kingswood Subdivision. The City Attorney stated that redistricting would have to take place, according to state statute, in 1992. The Council can redistrict as many times as needed between now and then. NEW BOARD OF PUBLIC WORKS MEMBER: The Mayor announced that Fred Swift has left the Board of Public Works and was replaced by Stephen Spaugh. ADDITIONAL APPROPRIATION: The Mayor she would be coming before the Council with an additional for the Cumulative Capital Sewer Fund in the amount of $744,000.00 for storm sewer repair in the downtown area.
