HomeMy WebLinkAboutCCM-01-16-89CARMEL CITY COUNCIL JANUARY 16, 1989 7:00 P.M. CARMEL CITY MEETING HALL The meeting of the Carmel City Council was called to order by Mayor Dorothy J. Hancock. Councilors present were Minnie Doane, Alan Potasnik, Ted Johnson, Lee Lonzo, James Miller, Frank Fleming and Tom Irvin. City Attorney Steve Andrews and Clerk-Treasurer Susan W. Jones were also in attendance. The invocation was given by Councilor Doane followed by the Pledge of Allegiance. MINUTES: A motion was made by Councilor Fleming to approve the minutes of January 4, 1989. The motion was seconded by Councilor Johnson. All members voted aye. Motion carried. PUBLIC HEARING/ORDINANCE Z-238/LANGSTON: Attorney Dave Coots made his presentation on the rezone to the Carmel City Council. Mr. Coots stated it was approximately 10 acres within the Carmel Science and Technology Center and was requesting a change in the zoning from R-1 to B-5. Councilor Miller made a motion to introduce Ordinance Z-238 and suspend the rules for reading of the same. The motion was seconded by Councilor Doane. All members voted aye. Motion carried. The Mayor opened the rezone to a public hearing, calling for questions, comments and/or objections. There being none, the Mayor closed the public hearing. Councilor Lonzo made a motion to suspend the rules and act on Ordinance Z-238 tonight. The motion was seconded by Councilor Irvin. All members voted aye. Motion carried. Mayor Hancock called for the question. All members voted aye. Ordinance Z-238 passed unanimously. ANNEXATION/ORDINANCE C-136,C-137,C-138/MERIDIAN PARK PLACE: Attorney Dave Coots made his presentation on behalf of the petitioner Eaton & Lauth for annexation of 10 acres on the west side of Meridian (located close to Ritz Charles and Aero Drapery Buildings). Mr. Coots stated this annexation was recommended by the Board of Public Works. Councilor Miller made a motion to introduce ordinances C-136,C-137 and C-138 and suspend the rules for reading of the same. The motion was seconded by Councilor Doane. All members voted aye. Motion carried. Councilor Johnson made a motion to suspend the rules and act on Ordinances C-136, C-137 and C-138 tonight. The motion was seconded by Councilor Irvin. All members voted aye. Motion carried. Mayor Hancock called for the question. All members voted aye. Ordinances C-136, C-137 and C-138 passed unanimously. PUBLIC HEARING/ORDINANCE Z-238/ALTUM GARDENS: Councilor Potasnik made a motion to table this hearing since the petitioner was not present. The motion was seconded by Councilor Johnson. All members voted aye. Motion carried. PUBLIC HEARING/ORDINANCE D-595/ADDITIONAL APPROPRIATION/LOCAL LAW ENFORCEMENT CONTINUING EDUCATION: Councilor Miller made a motion to introduce Ordinance D-595 and suspend the rules for reading of the same. The motion was seconded by Councilor Potasnik. All members voted aye. Motion carried. Clerk-Treasurer Susan Jones explained this additional appropriation to the Council and to the public. The monies were received the last 6 months of 1988 and would have to be appropriated in order to spend the money. This money comes from fines and fees from the City Court. The amount of the additional appropriation was $3,003.00. Mayor Hancock opened the hearing to the public for questions, comments and/or objections. Hearing none, the Mayor closed the hearing to the public and opened it to the Council. Councilor Johnson made a motion to suspend the rules and act on Ordinance D- 595 tonight. The motion was seconded by Councilor Doane. All members voted aye. Motion carried. Mayor Hancock called for the question. All members voted aye. Ordinance D-595 passed unanimously. COUNCIL APPOINTMENTS TO PLAN COMMISSION/BZA/COUNCIL COMMITTEES: Councilor Johnson made a motion to nominate Frank Fleming, Alan Potasnik and Vaughn Story to the Carmel Plan Commission for a period of one year. The motion was seconded by Councilor Miller. All members voted aye. Motion carried. Councilor Johnson made a motion to reappoint Tom Irvin to the Board of Zoning and Appeals. The motion was seconded by Councilor Lonzo. All members voted aye. Motion carried. Councilor Lonzo made a motion to reappoint Councilor Miller to the Cable TV Advisory Board. The motion was seconded by Councilor Irvin. All members voted aye. Motion carried. Mayor Hancock reappointed Minnie Doane as the Chaplin and Lee Lonzo as the Parliamentarian. It was the decision of the City Council to have the Council as a whole body to serve as the Finance Committee for the City Council. ALTUM GARDENS/REZONE/PUBLIC HEARING/ORDINANCE Z-237: Councilor Lonzo made a motion to remove from the table Ordinance Z-237. The motion was seconded by Councilor Doane. All members voted aye. Motion carried. Bill Wendling from Campbell, Kyle and Proffitt representing the petitioner, Altum Gardens, presented the rezone to the City Council. Councilor Lonzo made a motion to introduce Ordinance Z-237 and suspend the rules for reading of the same. The motion was seconded by Councilor Potasnik. All members voted aye. Motion carried. Mayor Hancock opened the hearing to the public for questions, comments and/or objections. There being none, the hearing was closed to the public and opened to the Council. Again, there were no questions and/or objections. Councilor Fleming made a motion to suspend the rules and act on Ordinance Z-238 tonight. The motion was seconded by Councilor Doane. All members voted aye. Motion carried. Mayor Hancock called for the question. All members voted aye. Ordinance Z-238 passed unanimously.
