MEETING MINUTES
JULY 16, 1990
7:00 P.M.
COUNCIL CHAMBERS/ONE CIVIC SQUARE
The meeting of the Carmel City Council was called to order by Mayor
Dorothy Hancock. Members in attendance were Minnie Doane, Frank
Fleming, Tom Irvin, Lee Lonzo, Annabelle Ogle, Alan Potasnik and
David Adams. Clerk-Treasurer Susan W. Jones was also in attendance.
Councilor Doane gave the invocation followed by the Pledge of
Allegiance.
Councilor Lonzo welcomed everyone to the new facility in Civic
Square. Councilor Lonzo presented a welcome brochure for everyone
to review. Councilor Lonzo was complimented for his efforts.
Bonnie Callahan, Administrative Assistant to the Mayor was
recognized by the city for saving young Laura Navarra from drowning
in a pool in Westfield on May 27, 1990.
Councilor Potasnik corrected the spelling of Councilor
MINUTES :
Lonzo's name on page 4 and then made a motion to approve the
minutes of July 2, 1990 as written. The motion was seconded by
Councilor Fleming. All members voted aye. Motion carried.
Ordinance Z-250/Public Hearing/Re-zone from S-1 to B-7 for Property
Councilor Potasnik made a

motion to introduce Ordinance Z-250 and suspend the rules for
reading of the same. The motion was seconded by Councilor Irvin.
All members voted aye. Motion carried.
Sheila Marshall, attorney for the petitioner presented the re-zone.
Mayor Hancock opened the hearing to the public for comments and/or
objections. Hearing none, the Mayor closed the hearing to the
public and opened it for discussion by the Council.
Councilor Irvin asked what the use of the land would be if this re-
zone was approved. Mrs. Marshall stated the house would be
converted to an office and would be used for a financial planning
business.
Councilor Potasnik stated this land falls within the 421 overlay
zone and had no remonstration at the plan commission level.
Councilor Potasnik also said he felt it was a good use of the land.
Councilor Potasnik made a motion to suspend the rules and act on
Ordinance Z-250 tonight. The motion was seconded by Councilor
Adams. All members voted aye. Motion carried.
Councilor Potasnik called for the question. All members voted aye.
Ordinance Z-250 passed unanimously.
Councilor Irvin brought to light a
PROPOSED VICIOUS DOG ORDINANCE:
potentially serious problem with a pit bull in the Keystone Woods
neighborhood. Testimony was heard from Bob Webber, Mary Jane
Schloot and the President of the Keystone Woods neighborhood
association, Mr. Craum concerning the dog. All three residents
asked the Council to consider an ordinance to control this type of
animal.
Councilor Potasnik made a motion to direct the City Attorney to
draft a sample ordinance and get it to the Clerk-Treasurer as soon
as possible to that it can be advertised and a public hearing can
be held at the next Council meeting. The motion was seconded by
Councilor Adams. All members voted aye. Motion carried.
Councilor Lonzo suggested three areas of concern for the city
attorney to address in this ordinance. One being containment of the
animal, posting of a bond if you own a particular breed of animal
and being able to actually take the dog away from it's owner should
the need arise.
Councilor Potasnik asked how the
COMMUNICATIONS CENTER POSITIONS:
Council could be setting salaries for positions and/or ranks for
officers when those positions have yet to be created by the Board
of Public Works. The Mayor stated she would check with the city
attorney to find out the procedure.
The public hearing for pre-adoption of
BUDGET DATES SET BY COUNCIL :
the 1991 budget was set for August 17, 1990 and a date of August
27, 1990 was set for final passage of the budget. The Clerk--
Treasurer was directed to get the proper notices out for these
meetings.
A motion was made by Councilor Lonzo to allocate
CARMEL NEWSLETTER :
$20,000 in the Council's budget for 1991 for a quarterly, township
wide newsletter. This would be a separate line item in the budget.
The motion was seconded by Councilor Doane. All members voted aye.
Motion carried.
A meeting of the city property committee was
LAND USE COMMITTEE :
called for July 23, 1990 after the salary meeting. The salary
meeting will be held at 7:00 p.m.
There being no further business before the Council the meeting was
duly adjourned.
