HomeMy WebLinkAboutCCM-02-05-90CARMEL CITY COUNCIL MEETING MINUTES February 5, 1990 Carmel City Meeting Hall 7:00 P.M. The meeting was called to order by Mayor Dorothy J. Hancock. Council members present were Alan Potasnik, Annabelle Ogle, Lee Lonzo, David Adams and Frank Fleming. City Attorney Steve Andrews and Deputy Clerk-Treasurer Janet Rogers were also in attendance. Councilor Fleming made a motion to approve the minutes of MINUTES: January 15, 1990. The motion was seconded by Councilor Potasnik. All members voted aye. Motion carried. A motion was made by Councilor Lonzo A-62 WELL DIGGING ORDINANCE: to table A-62 until the second meeting in March. The motion was seconded by Councilor Potasnik. All members voted aye. Motion carried. Councilor Lonzo made a motion to table Ordinance D-635 SICK BANK: D-635 until the second meeting in March. The motion was seconded by Councilor Adams. All members voted aye. Motion carried. A motion was made by D-638/ESTABLISHMENT OF INFORMANT FEE: Councilor Potasnik and seconded by Councilor Fleming to introduce Ordinance D-638 and suspend the rules for reading of the same. All members voted aye. Motion carried. A motion to suspend the rules and act on D-638 this evening was made by Councilor Potasnik and seconded by Councilor Fleming. All members voted aye. Motion carried. Ordinance D-638 establishes the payment of informant fees and rewards to persons generating information resulting in the arrest and conviction of a criminal. The Mayor called for the question. All members voted aye. Ordinance D-638 passed unanimously. Councilor PUBLIC HEARING ADDITIONAL APPROPRIATION/D-639 ORDINANCE: Potasnik made a motion to table Ordinance D-639 indefinitely. The motion was seconded by Councilor Lonzo. All members voted aye. Motion carried. RESOLUTION 2-5-90-1/Transfer of Funds Within the Police Department: A motion was made by Councilor Lonzo to approve Resolution 2-5-90-1 a transfer of $2,500 from account #407 into #457 within the Police Department budget (General Fund) to pay for an informant fee. The motion was seconded by Councilor Fleming. All members voted aye. Motion carried. A motion was made by Councilor Lonzo COMMUNICATIONS CENTER CLAIM: and seconded by Councilor Ogle to approve two claims submitted by Sidener Supply for $1,064.40 and $3,603.00 from TA Electronics. These bills would be paid from the Council budget under Communications Center-Machinery & Equipment. All members voted aye. Motion carried. Mayor Hancock gave an oral report of highway STATE ROAD 431 UPDATE: conditions and possible remedies to members of the Council. A motion was made by ANNEXATION ORDINANCE C-140/CAUSEY PROPERTY: Councilor Fleming to introduce Ordinance C-140 and suspend the rules for reading of the same. The motion was seconded by Councilor Potasnik. All members voted aye. Motion carried. Councilor Lonzo made a motion to suspend the rules and act on Ordinance C-140 this evening. The motion was seconded by Councilor Potasnik. All members voted aye. Motion carried. Mayor Hancock called for the vote. All members voted aye. Ordinance D-140 passed unanimously. Steve Andrews asked the petitioner to get with the Clerk-- Treasurer's office in order to make sure C-140 was in order before it could be signed. Mayor Hancock gave her 1990 State of 1990 STATE OF THE CITY REPORT: the City Report. A full copy of the report will be inserted in the minute book.
