SPECIAL MEETING MINUTES
JULY 31, 1991
7:00 P.M.
ONE CIVIC SQUARE/COUNCIL CHAMBERS
A special meeting of the Carmel City Council was called to order by
acting chairman Alan Potasnik. Frank Fleming, Annabelle Ogle, Tom
Irvin and Clerk-Treasurer Susan Jones were in attendance.
Councilor Irvin made a
Ordinance D-709/1992 Salary Ordinance:
motion to introduce Ordinance D-709 and suspend the rules for
reading of the same. The motion was seconded by Councilor Ogle. All
members voted aye. Motion carried.
Councilor Potasnik questioned the salary set for the Plan
Commission Secretary. He asked the Clerk-Treasurer if the secretary
was paid $9.16 per hour plus $87.76 per diem or was the per diem in
lieu of an hourly wage. He also questioned why the staff of DOCD
received $35.00 per diem per meeting and the secretary received
$87.76. Potasnik asked the Clerk-Treasurer if DOCD staff received
overtime pay for meetings attended. Jones said she did not know the
answer to either question but would check on both those items
before Monday.
Councilor Irvin felt this entire matter concerning the payment of
the Plan Commission secretary was completely out of line and was
not in favor of giving this position a raise. He felt the secretary
should receive $35.00 per diem per meeting plus the hourly wage for
typing time. Irvin said because he didn't want to take away
something that was already given to an employee he wouldn't reduce
the per diem to anything less than last year's rate but wondered if
this salary ordinance could be changed depending on the answer back
from the Clerk-Treasurer. Jones said the ordinance could be amended
down in money amount but not up. Irvin said that was fine.
Irvin then moved to amend D-709 to reflect the 1991 rates for the
Plan Commission Secretary from $9.16 per hour to $8.69 and the per
diem allowance be reduced from $87.76 to $83.19. The motion was
seconded by Councilor Fleming. All members voted aye. Motion
carried.
Potasnik again asked the clerk to check on how the DOCD staff was
being paid or receiving compensated time for them attending
meetings. The clerk stated she would have any answer for them by
the next Council meeting.
Councilor Fleming moved to suspend the rules and act on Ordinance
D-709 this evening. The motion was seconded by Councilor ~leffling.
All members voted aye. Motion carried.
Councilor Potasnik called for the question. All members voted aye.
Ordinance D-709 passed unanimously.
There being no other business before the Council the meeting was
duly adjourned.
