MEETING MINUTES
MAY 6, 1991
7:00 P.M.
ONE CIVIC SQUARE/COUNCIL CHAMBERS
The Carmel City Council meeting was called to order by Mayor
Dorothy J. Hancock. Members in attendance were Councilors Lee
Lonzo, Annabelle Ogle, Minnie Doane, Tom Irvin and Alan Potasnik.
Members absent were David Adams and Frank Fleming.
The invocation was given by Councilor Doane followed by the pledge
of allegiance.
Councilor Lonzo made a motion to amend
MINUTES OF APRIL 15, 1991:
the minutes on page 3, fourth paragraph down on the page. The
sentence should read:
"Mark Orton, design engineer on this project, of Butler Fairman and
Seufert stated that the intersection as presently designed with the
current levels of traffic would be rated a "B" and missed an "A"
rating by .056 of a second."
Councilor Irvin moved to approve the minutes as amended. Councilor
Doane seconded that motion. All members voted aye. Motion carried.
Councilor Lonzo
PRESENTATION OF PLAQUE FOR CHS BOYS SWIM TEAM:
presented a plaque to Ray Lawrence, Coach of Carmel High School
Boys Swim Team in honor of winning the 1991 State Championship.
Chief Gary Barney swore in
SWEARING IN OF NEW POLICE OFFICERS:
three new members of the Carmel Police Department. They were John
McAllister, William Haymaker and Lana M. Johnson.
Councilor Lonzo made a motion to
COMMUNICATIONS CENTER CLAIMS:
approve the following claims for the Communications Center. The
motion was seconded by Councilor Potasnik. All members voted aye.
Motion carried.

Councilor Irvin brought to the
PARKING ALONG 2ND STREET N.E.:
attention of the Council a problem with parking beginning at Range
Line Road going east to 4th Avenue N.E. along 2nd Street N.E. At
the present time there is no parking on the south side of 2nd
Street. This side of the street has new curbs and sidewalks but the
north side does not and is being used for off-street parking by
students at the high school. Irvin stated that if an emergency
vehicle needs to get through right now they would not be able to do
so. Irvin asked the Council for direction. The Council referred the
matter to Chief Barney and asked him to use his emergency powers if
necessary to take care of this problem until school is dismissed
for the summer.
Councilor Lonzo stated that next year with the construction at the
high school the entire area should be looked at for some kind of a
solution. Dr. Duke, the high school principal has agreed to meet
with the Chief of Police, Street Department Commissioner and Fire
Chief to find a workable solution to high school parking next year.
Councilor Lonzo's recommendation was for Chief Barney to look at
the problem personally and decide what it takes to get the
emergency vehicles through and take appropriate action. Councilor
Irvin agreed to that recommendation.
Councilor Potasnik
HAMILTON COUNTY SENIOR CITIZENS APPROPRIATION:
made a motion to approve the appropriation and disbursement of
funds for the Hamilton County Senior Citizens in the amount of
$6,000. The motion was seconded by Councilor Lonzo. All members
voted aye. Motion carried.
Councilor Lonzo stated the
CIVIC SQUARE CENTRE COMMITTEE REPORT:
building use committee did hold a town meeting and received a
petition with 1,200 signatures of teenagers who backed up the need
for a teen center in Carmel. Lonzo then stated the schedule for the
committee.

The meetings are held in City Hall in the Caucus Rooms at 5:15 p.m.
There being no further business before the Council the meeting was
duly adjourned.
