MEETING MINUTES
October 5, 1992
7:00 P.M.
Council Chambers/One Civic Square
The Carmel City Council meeting was called to order by Mayor
Ted Johnson. Members in attendance were Jim Quinn, Tom Kendall,
Alan Potasnik, Frank Fleming, Chris Painchaud, and Luci Snyder.
Councilman Story was absent. City Attorney Steve Brown and
Clerk-Treasurer Susan W. Jones were also in attendance.
The invocation was given by Councilman Quinn followed by the Pledge
of Allegiance.
RECOGNITION OF OUTSTANDING CITIZENS AND EMPLOYEES:
Carmel Clay Board of Parks and Recreation president, Judi Jacobs,
displayed an Indiana Parks and Recreation Association special
recognition award presented to the Carmel Clay Board of Parks and
Recreation for development of the Woodbrook School neighborhood
park.
Mayor Johnson presented a proclamation declaring the week of
October 4th through October 10th of 1992 as Fire Prevention Week in
the City of Carmel.
Mayor Johnson presented a proclamation declaring October 5, 1992 as
Child Health day.
Councilman Kendall congratulated the Carmel Fire Department for the
fire program done at McDonald's on the previous week-end. Kendall
also congratulated Pat Kopko for the extra work done in displaying
to the young people of the community how the 911 system works.
APPROVAL OF MINUTES:
Councilman Painchaud made a motion to approve the minutes of the
regular session of September 21, 1992 as submitted. The motion was
seconded by Councilman Fleming. All members voted aye. Motion
carried.
Quinn made a motion to approve the claims of 9-28-92 for
CLAIMS:
$8,000,000.00, and 9-22-92 for $312,313.99. The motion was
seconded by Painchaud. Five members voted aye. Kendall abstained.
Motion carried.

OLD BUSINESS / SECOND READINGS:
ORDINANCE D-859 / ADDITIONAL APPROPRIATION - $100,000 / GENERAL
FUND MAYOR'S BUDGET / INDIANA UNIVERSITY POLIS PROGRAM:
Johnson stated, for the record, the name of the program was the
Indiana University for Urban Policy and Environment. Quinn made a
motion to approve Ordinance D-859, an additional appropriation
from the general fund/mayor's budget to cover costs of the Indiana
University for Urban Policy and Environment Study. The motion was
seconded by Kendall. Call for the question. Kendall, Snyder,
Quinn and Painchaud voted aye. Potasnik and Fleming voted nay.
Motion carried. Clerk-Treasurer Jones stated, for the record,
state approval of additional appropriations were currently taking
approximately sixty days.
ORDINANCE D-862 / ADDITIONAL APPROPRIATION / $11,976.98 / MVH FUND
Painchaud made a motion to approve Ordinance
- ENGINEER'S BUDGET:
D-862, an additional appropriation of $11,976.98 from the MVH fund
to cover expense of overtime in the engineer's budget for traffic
counts which had been requested by the Council. The motion was
seconded by Councilman Potasnik. Call for the question. Five
members voted aye. Quinn voted nay. Motion carried.
UTILITY DEPARTMENT ORDINANCES D-842, D-863, D-864, D-840, D-848 AND
ORDINANCE D-845 AMENDING VARIOUS SECTIONS OF CARMEL CITY CODE
City Attorney Steve Brown requested postponement of
CHAPTER 9:
agenda items 9C, 9D, 9E, 9F, 9G and 11A until the next meeting.
Potasnik so moved. The motion was seconded by Quinn. All members
voted aye. Motion carried.
PUBLIC HEARING:
ORDINANCE D-865 / REQUEST FOR ADDITIONAL APPROPRIATIONS FOR $13,000
AND $6,485/ CARMEL FIRE DEPARTMENT / PURPOSE: PURCHASE OF
INSPECTION/INVESTIGATION VEHICLES AND REPLACEMENT COPY MACHINE:
Kendall made a motion to introduce Ordinance D-865 and dispense
with the reading in favor of a brief explanation. The motion was
seconded by Painchaud. Johnson stated Ordinance D-865 was a
request for additional appropriation totaling $13,000 for the
purpose of Fire Department purchase of inspection/investigation
vehicles and $6,485 for purchase by the Fire Department of a
replacement copy machine.
Johnson opened the hearing regarding Ordinance D-856 to the public.
Hearing no request from the public to speak, Johnson closed the
public hearing and opened discussion to the Council. Discussion of
Ordinance D-865 was postponed until the second reading.

OTHER BUSINESS:
DISCUSSION OF AMENDMENT OF CHAPTER 2, SEC. 2-21 OF THE CARMEL CITY
CODE REGARDING THE CARMEL CABLE TELEVISION ADVISORY COMMITTEE:
Kendall proposed that the Council consider an ordinance amending
current City code to include a resident of Clay Township on the
Cable TV Advisory Committee and to amend the purpose of the Cable
TV Advisory Committee to include "to seek resolutions of complaints
with regard to the operations of the franchise made by citizens of
Carmel, Clay Township or subscribers of the Cable Franchise
Holder,". Kendall stated the proposed ordinance would appear
before the Council for a first reading at the next regular session
of the City Council.
ANNOUNCEMENTS:
Quinn congratulated the Mayor and the Fountain Square Committee for
the excellent symphony program held in the City square on Sunday,
September 27th.
Quinn inquired about lack of stop signs in the Foster Estates
subdivision. Johnson asked Quinn to contact City Street
Commissioner Klingensmith to determine if the signage had been
committed to law. Johnson stated if they were not law, the
situation could be remedied at the next meeting of the City
Council.
There being no further business before the Council the meeting was
duly adjourned.
