SPECIAL MEETING MINUTES
AUGUST 24, 1992
7:00 P.M.
COUNCIL CHAMBERS/ONE CIVIC SQUARE
The special meeting of the Carmel City Council was called to order
by Mayor Ted Johnson. Council members in attendance were Jim
Quinn, Frank Fleming, Tom Kendall, Chris Painchaud, Luci Snyder,
Alan Potasnik and Tim Story. Clerk-Treasurer Susan W. Jones was
also in attendance.
PLEDGE OF ALLEGIANCE.
Painchaud made a motion to
ADOPTION OF THE 1993 PROPOSED BUDGET:
adopt the following ordinances:
D-813 - $12,785,703 D-818 - $532,507
D-814 - $300,000 D-819 - $1,433,539
D-815 - $35,000 D-820 - $1,304,000
D-816 - $80,728 D-821 - $205,587
D-817 - $745,969 D-822 - $10,000
of the 1993 proposed budget. The motion was seconded by Kendall.
Discussion ensued among Council members regarding alternatives to
the proposed 1993 budget. Jones stated no alternatives existed
since the proposed budget must be adopted or the 1992 budget would
have to be submitted in its place.
Johnson distributed a 1992/1993 budget comparison for the Council's
review. Johnson stated a 7.44% increase would be all that the 1993
budget would reflect if the Council would consider income
adjustments for the Utility cost for the Clerk-Treasurer's,
Mayor's, Council and BPW's budget and if the Council considered
denial of the request for 6 firemen, 4 policemen and 4 police cars.
Johnson stated the 7.44% increase included a 4% salary increase
for City employees and, therefore, did not reflect an exorbitant
increase in the budget as feared by some of the Council members.
Call for the question. All members voted aye. Motion carried.
There being no further business before the Council or

requests from the public to speak the meeting was duly adjourned.
