MEETING MINUTES
AUGUST 5, 1992
6:15 P.M.
CARMEL CITY HALL, ONE CIVIC SQUARE

The meeting of the Carmel Board of Public Works and Safety was
called to order by Mayor T. E. Johnson. Members in attendance were
Rick McKinney and Vaughn Story. Clerk-Treasurer Susan W. Jones was
also in attendance.
The pledge of allegiance was recited.
MINUTES OF MEETING/JULY 22f 1992: Member Vaughn Story made a
motion to approve the minutes as submitted. The motion was
seconded by Member Rick McKinney. Ail members voted aye. Motion
carried.
QUOTES/THERMOPLASTIC PAVEMENT MARKING: Quotes for thermoplastic
pavement markings were opened by Rick McKinney and read into the
record by Mayor Johnson. They were as follows:

David Klingensmith, Street Commissioner, recommended to the Board
that the contract be awarded to T & R Pavement Markings, Inc. Rick
HcKinney so moved and Vaughn Story seconded the motion.

REQUEST TO CLOSE CARMEL SQUARE/YOUNG GUNS BASKETBALL TOURNAMENT:
Vaughn Story made a motion to grant permission to hold a basketball
tournament at Fountain Square, August 22, 1992 from 8:00 a.m. until
7:00 p.m. Permission was granted to close the street to vehicular
traffic except for allowing people to drive to the parking behind
City Hall. The motion was seconded by Rick McKinney. Ail members
voted aye. Motion carried.
REQUEST FOR INSTALLATION OF STREET LIGHT: Vaughn Story made a
motion to approve the installation of a new street light near the
home of David Keckley, 10626 Lakeview Drive. The motion was
seconded by Rick McKinney. Ail members voted aye. Motion carried.
SIGNING OF PLAT FOR BRENTWOOD: Members of the BPW signed the final
plat for the Brentwood subdivision.
ADDITIONAL SEWER AND WATER AVAILABILITY/GREEK TONY'S PIZZA: Rick
Hckinney made a motion to approve additional sewer and water
availability and accept the engineers recommendation in the amount
of .32 EDU's, not to exceed an average daily flow of 339 gallons
total. The motion was seconded by Vaughn Story. Ail members voted
aye. Hotion carried.
MATERNITY POLICY FOR CIVILIAN AND SWORN PERSONNEL/CPD: Police
Chief Roger Conn requested approval for a written maternity leave
for civilian and sworn personnel of the Carmel Police Department.
Clerk-Treasurer Susan Jones questioned why there would be a
separate maternity leave policy for civilian personnel of the
police department rather than civilians following the same
ordinance as other civilian personnel throughout the City. Conn
stated he wanted the policy between the police and the civilians
the same. Jones objected again saying that it wasn't fair to treat
civilians differently in one department over another department.
Hayor Johnson said he has hired consultants to research city
policies and would have this completed in the next couple of
months. This study would show inconsistencies in policy throughout
the City. Johnson warned Conn that if the BPW passed such a policy
tonight, that it was subject to change later.
Conn stated no such written policy was available to civilian
personnel at the present time. Jones stated city ordinance
provided for maternity leave for civilian personnel.
Hember Vaughn Story said he wondered what would happen if someone
got pregnant and asked for leave under this new policy and during
the study someone else requested leave and then after the policy
showed an inconsistent benefit among civilians, would the City be
liable for discrimination. HcKinney agreed with Story's concerns.

Mayor Johnson moved to approve the maternity for sworn personnel
only, effective August 5, 1992. The motion was seconded by Rick
McKinney, All members voted aye, Motion carried.
SIGNING OF PLAT FOR LAKE FOREST/SECTION 7: Ail members of the BPW
signed the final plat for Lake Forest Subdivision, Section 7.
ADDITIONAL SEWER AND WATER AVAILABILITY/ST. PETER'S UNITED CHURCH
OF CHRIST~ Mayor Johnson made a motion to grant additional sewer
and water availability to St. Peter's United Church of Christ is
the amount of .35 EDU's not to exceed additional average daily flow
of 105 gallons. The motion was seconded by Rick McKinney. All
members voted aye. Motion carried.
RESOLUTION FOR BUDGET/8-3-92-1: Rick McKinney made a motion to
approve Resolution 8-3-92-1 which calls for the automatic increase
in the appropriate account by the amount of any contract or
agreement approved by the Board of Public Works and Safety for
Carmel Utilities for the completion of City projects. The motion
was seconded by Vaughn Story. All members voted aye. Motion
carried.
