The following is a brief summation of our conversation from Wednesday, March 17, for the referenced
project. The red text is from Willie’s follow up with Jeremy.
· Per Brett, KIMLEY-HORN they will submit a master plan as a part of Sec 1.
· Willie to discuss w/ Jeremy the “mini” roundabout design. Jeremy has provided the mini-RAB
design to us and we will review for conformance on the next submittal.
· KIMLEY-HORN discussed cutting off the Sec 1 limits at north end of lot 7 extended to include the
amenity area parking.
· Concern over long-term erosion from the Amenity Parking Lot was discussed. Would like to see
captured into a structure or stabilize / armor appropriately. The Amenity area will need to be
treated by 2 BMP measures. May consider sump/snout structure for second BMP for amenity
parking area, or area could drain to an appropriately designed bioretention swale. Again, entire
amenity area will need treated by 2 measures.
· John to check on floodplain study for Keystone culvert. Willie reiterated that the study should
include the 100-year for both the existing conditions as well as post-construction conditions.
· Accel/decel lane – slip lane - plans by A&F have been discussed outside of this project with
Jeremy. Per discussion with Jeremy this is ongoing
· Path location along west side – KIMLEY-HORN is looking to move the path out of the row of
trees along the edge of the Keystone right-of-way and are considering a retaining wall along
pond to move path further east.
· Existing depressional storage at west side (Keystone R/W) – KIMLEY-HORN to evaluate any
impacts to allowable release rates
· Temp 2 basin will be a wet pond. KIMLEY-HORN will revise to take outlet btwn proposed lots to
pond 1.
· Consent to encroach for signage – through Jarrod Huff w/ Carmel. Put language on plat to be
maintained by project. John/Alex to check on process.
· Recommended to install the designed culvert/road crossing of the UNT up front during initial
construction. Otherwise, Carmel would like to see some type of temporary crossing detail
· Pond aeration – submersible bubbler/aerator is okay. Needs to meet the standards of the
STSM.
· Comment on casting elevation/type – this information was confirmed to be shown in the plans
already
· John acknowledged that the use of adequately designed grass paver for detention safety ramp
will be okay.

have
reviewed the construction plans submitted to the Hamilton
County Stuveyor's Office on March
18,
2021,
for this project and have the following comments:
1. The project falls in the incorporated area and MS4 jurisdiction of the City of Carmel.
2. The proposed project DOES fall in a Carmel Wellhead Protection Zone,
3. The proposed project falls in the Cool Creek Regulated Drain Watershed.
a. Please submit physical plans, drainage calculations and operations manual to our office.
5. Any tiles located during construction will need to either be removed or tied into the proposed
infrastructure. Tiles entering the property from offsite land must be perpetuated.
6. Please note, additional comments may be warranted at a later date.
