COUNCIL CHAMBERS/ONE CIVIC SQUARE The special meeting of the Carmel City Council was called to order by Mayor Ted Johnson. Council members in attendance were Jim Quinn, Frank Fleming, Tom Kendall, Chris Painchaud, Luci Snyder, Alan Potasnik and Tim Story. Clerk-Treasurer Susan W. Jones was also in attendance. The invocation was given by Councilor Quinn followed by the Pledge of Allegiance. Quinn made a motion to approve the MINUTES: MARCH 16, 1992: minutes of March 16, 1992 as submitted. The motion was seconded by Painchaud. All members voted aye. Motion carried. Quinn made a motion to approve the claims of 3/13/92 in CLAIMS: the amount of $5,348,358.05, 3/19/92 in the amount of $469,007.15, and 3/20/92 in the amount of $335,787.94. The motion was seconded by Story. Six members voted aye. Potasnik voted nay. Motion carried. The Council honored the RECOGNITION OF OUTSTANDING CITIZENS: academic excellence of 4.0 students from Carmel Jr. High School. GTE representatives, Howard H. Bower and CELLULAR TOWERS: Nance Underdahl and GPD Associates representative, Clayton Pitchure gave a cellular communication overview on behalf of GTE. The presentation encompassed, what GTE believed, was pertinent information regarding cellular towers and their place in the Carmel community. Cellular One representatives, Bill Wheeler and Larry Wallace provided a brief presentation of facts for the Council to consider regarding future decisions to be made by the Council pertaining to the zoning laws and restrictions of cellular towers in the City of Carmel. Wallace stated cellular tower placement would rely heavily 1 on the City's planning and zoning, since it was the goal of the cellular companies to work, as much as possible, within the City's zoning and planning guidelines. Extensive discussion took place among Council members and the GTE and Cellular One representatives regarding cellular tower design, placement, governing laws and policies. Johnson opened discussion to the public. Hearing no request from the public to speak, Johnson closed discussion. ORDINANCE D-763 PUBLIC, EDUCATIONAL & GOVERNMENTAL ACCESS RULES / Quinn made a motion to introduce Ordinance CARMEL CABLE TV: D-763 and dispense with the reading. The motion was seconded by Kendall. Quinn made a motion to suspend the rules and act on Ordinance D-763 that evening. The motion was seconded by Kendall. Five members voted aye. Snyder and Potasnik voted nay. Motion failed.
