SPECIAL MEETING MINUTES
NLARCH 18, 1992
ONE CIVIC SQUARE/COUNCIL CHAMBERS
6:15 P.M.
The meeting of the Carmel Board of Public Works and Safety was
called to order by Mayor T. E. Johnson. Members, Rick McKinney and
Vaughn Story were in attendance. Clerk-Treasurer, Susan W. Jones
was also in attendance.
PLEDGE OF ALLEGIANCE
MINUTES MARCH 4~ 1992: Rick McKinney made a motion to approve the
minutes of Harch 4, 1992 as submitted. The motion was seconded by
Vaughn Story. Ail members voted aye. Motion carried.
QUOTES: Lee Dolen, of the Carmel Utilities Department presented
the quotes received for re-roofing of Water Plant ~2 to City
Attorney, Steve Brown for opening. The quotes were:
1. Blanton Roofing Co. - $3,950.00
2. Smihter Roofing Co. - $6,105.00
3. Ralph R. Reeder & Son - $6,116.00
Johnson requested the Utilities Department take the quotes under
advisement and return to the Board of Public Works and Safety with
a recommendation at the April 1, 1992 meeting.
OLD BUSINESS: None.
NEW BUSINESS:
RESOLUTION BW-3-18-92-3 / BOND RELEASE ASHTON - STREET SIGNS:
McKinney made a motion to approve Resolution BW-3-18-92-3, bond
release for Ashton, street signs. The motion was seconded by
Story. Ail members voted aye. Hotion carried.
RESOLUTION BW-3-18-92-1 / LEAVES OF ABSENCES - INSURANCE COVERAGE
FOR EMPLOYEES: Johnson made a motion to introduce Resolution BW-3-
18-92-1. The motion was seconded by Story. Johnson read the
resolution. Johnson stated a letter had been received by the Board
from City of Carmel employee, Dawn E. Pattyn for their
consideration. Extensive discussion ensued among Board members,
City Attorney, Steve Brown, Clerk-Treasurer, Susan Jones and
various City Employees regarding payment of insurance premiums
during leaves of absences. Jones stated a change in policy,
allowing partial payment of premiums during the first 90 days of an
approved leave of absence, would require presentation to the City
Council since it would increase the budgets for each of the
departments.
Hany changes were made to the proposed resolution. Johnson
instructed the City Attorney to submit a corrected Resolution at
the special meeting of the Board of Public Works and Safety on
April 1, 1992.
Story asked the Clerk-Treasurer if the City was budgeted to pay the
premiums for employees on leave of absence. Jones stated only
full-time working employees were budgeted for insurance premiums
not employees on leave of absence.
Johnson made a motion to table Resolution BW-3-18-92-1 until the
next meeting. The motion was seconded by Story. Ail members voted
aye. Hotion carried.
RESOLUTION BW-3-18-92-2 / A RESOLUTION REVISING THE COMPENSATION
POLICY FOR CANINE OFFICERS AND ESTABLISHING A RATE OF PAY FOR
CANINE CARE - CARMEL POLICE DEPARTMENT: Johnson made a motion to
introduce Resolution BW-3-18-92-2. The motion was seconded by
McKinney. Johnson stated the resolution included a settlement
agreement and waiver release for City of Carmel Police Canine
Officers. Brown stated the settlement agreements were worked out
with the officers involved, Chief Corm and a labor attorney, for
monies due the officers, to date, with an agreement to release any
rights the officers may have for past claims. Brown stated
Resolution BW-3-18-92-2 would set the Canine reimbursement policy
for the future.
Discussion concerning the specific points of the resolution ensued
among McKinney, the City Attorney and Assistant Chief Meeks.
Johnson called for the question. Ail members voted aye. Hotion
carried.
APRIL if 1992 BOARD OF PUBLIC WORKS AND SAFETY SPECIAL MEETING:
Johnson made a motion to change the next meeting of the Board of
Public Works and Safety to April 1, 1992 at 4:30 P.H., cancelling
the meeting of April 8, 1992 at 6:15 P.H. The motion was seconded
by Story. Ail members voted aye. Hotion carried.
There being no further business before the Board, the meeting was
duly adjourned.
