CARMEL CITY HALL / ONE CIVIC SQUARE The meeting of the Carmel Board of Public Works was called to order by presiding chairman, Rick McKinney. Board member Steve Brown was in attendance. Clerk-Treasurer Susan Repp was also present. Rick McKinney made a motion to approve the APPROVAL OF MINUTES: minutes of October 20, 1993. The motion was seconded by Steve Brown. All members voted aye. Motion carried. Bids were opened by Steve Brown and read out loud by Rick BIDS: McKinney. Bids for the defibrillators and the pick-up truck were taken under advisement and recommendations for award of bids will be done at the next Board meeting. Carmel Fire Department: 5 Defibrillators (Bids are all listed with 10% discount for delivery by December 20, 1993) Marquette Electronics $29,700 plus extra costs for accessory items Space Labs Medical $27,345 plus extra costs for accessory items Heart Start/Laerdal California, Inc. $29,980 plus extra costs for accessory items Utility Department: 1994 Pick-Up Truck Dan Young $11,296.13 Tom Wood $11,700.00 Rick McKinney made a motion to grant SEWER AND WATER AVAILABILITY: sewer availability for the Indiana Bell (Ameritech) Service Center located at 4160 East 96th Street in the amount of 5.83 E.D.U.s. The motion was seconded by Steve Brown. All members voted aye. Motion carried. Rick McKinney made a motion to grant sewer availability for the property located at 11299 River Avenue in the amount of one (1) E.D.U, not to exceed an average daily flow of 300 gallons contingent upon receipt of a letter that the owner will not remonstrate against annexation of the property at a later time. The motion was seconded by Steve Brown. All members voted aye. Motion carried. Rick McKinney made a motion to release PERFORMANCE BOND RELEASES: the following bonds. The motion was seconded by Steve Brown. All members voted aye. Motion carried. Enclave of Carmel, Asphalt Street Surface $7,000 Windpointe, Section 2, Storm Drainage $13,575 Stonewick, Section 3, Storm Drainage $85,500 Rick McKinney made a motion to table a contract with CONTRACTS: ABC Company and the Communications Center until an address could be provided for the vendor. The motion was seconded by Steve Brown. All members voted aye. Motion carried. Rick McKinney made a motion to approve a contract with CISCO and the Carmel Police Department for computer software support services. The motion was seconded by Steve Brown. All members voted aye. Motion carried. Steve Brown made a motion to table a change order CHANGE ORDER: for the 131st Street Water Main project. The motion was seconded by Rick McKinney. All members voted aye. Motion carried. Rick McKinney made a motion to approve the promotion PROMOTIONS: of Jeffrey W. Lake and Johnathan A. Foster to 2nd Class Patrolmen effective November 6, 1993. The motion was seconded by Steve Brown. All members voted aye. Motion carried. Rick McKinney made a motion to amend the AMENDMENT TO HEALTH PLAN: current health plan retro-active to March 1, 1993 to discontinue a co-pay for weekly visits to a doctor's office for allergy shots. The motion was seconded by Steve Brown. All members voted aye. Motion carried. James Nelson, attorney representing the PETITION FOR ANNEXATION: property owners of the 129 acres of DePauw University land (located between 131st and 136th, east of Springmill Road) outlined the proposed petition for annexation and asked for a favorable recommendation by the Board to the City Council. Nelson stated the land would be developed by the Estridge Development Company and would contain 219 single family lots. Rick McKinney moved to give a favorable recommendation to the City Council. The motion was seconded. All members voted aye. Motion carried. James Steckly outlined the request REQUEST TO MOVE HOUSE/STECKLY: to move the second house south on Guilford off of Carmel Drive (1015 Guilford Avenue) to 11299 River Avenue off of 116th Street past Oak Hill Mansion on a scheduled Saturday in November between the hours of 7 a.m. and 11:00 a.m. Steckly stated there would be no cost to the City and he was planning to hire an off-duty Carmel Police officer to assist in the move. The motion to grant this request was made by Rick McKinney and seconded by Steve Brown. All members voted aye. Motion carried. REQUEST TO HAVE LAND IN FLOODWAY DELETED IN CALCULATION OF SEWER Rick McKinney made a motion to grant exemption of AVAILABILITY: land located at 11299 River Road, owned by Jim Steckly, that lies in the floodway from the calculation of sewer availability. The motion was seconded by Steve Brown. All members voted aye. Motion carried. PROCEDURE FOR SELECTION OF CONSULTANTS ON CONTRACTS INVOLVING Steve Brown made a motion to approve the FEDERAL PARTICIPATION: procedure submitted for selection of consultants on contracts involving federal participation. The motion was seconded by Rick McKinney. All members voted aye. Motion carried. Rick 4915 WINDRIFT WAY/REQUEST FOR MULTIPLE PRIVATE DRIVEWAYS: McKinney made a motion to table this request until a recommendation could be made by the engineer's office. The motion was seconded by Steve Brown. All members voted aye. Motion carried. Rick McKinney read BUTLER/SEWER RELIEF FROM HYDRANT INSTALLATION: a statement from Mayor Johnson stating this problem had been resolved. Rick REQUEST BY EX-FIREFIGHTER TERRANCE RIDLEY FOR REINSTATEMENT: McKinney made a motion to deny reinstatement of employment to Terrance Ridley. Chief Couts outlined the resignation of Terrance Ridley in July and Board members took into consideration the employment record of Ridley in their decision. The motion to deny Ridley's re-employment as a Carmel fire fighter was seconded by Steve Brown. All members voted aye. Motion carried.
