CARMEL CITY COUNCIL

A special meeting of the Carmel City Council was called to order by
Mayor Ted Johnson. Council members in attendance were Alan
Potasnik, James Quinn, Luci Snyder, Tim Story, Tom Kendall, Frank
Fleming and Chris Painchaud. Clerk-Treasurer Susan W. Repp was
also in attendance.
Much discussion took place on fixing the
ADOPTION OF 1994 BUDGET:
maximum levy, the tax rate and the actual budget. It was the
decision of the Council, based on the public hearing, that $200,000
would be removed from the 1994 budget. Councilor Story made a
motion to reduce the maximum levy by $200,000. The motion was
seconded by Quinn.
Councilor Potasnik made a motion that the 1994 budget be reduced to
an amount of 5% less than the 1993 approved budget. The motion was
seconded by Councilor Story. The motion was defeated. Councilors
Story, Painchaud, Kendall, Fleming and Snyder voted nay.
Councilors Quinn and Potasnik voted aye.
Councilor Quinn made a motion to freeze the 1993 tax rate based on
the assumption that the assessed valuation would go up
approximately 8% over last year. The motion was seconded by
Councilor Potasnik. Much discussion followed and the Clerk-
Treasurer warned the Council of the dangers of freezing a rate
based on an assumed assessed valuation. The motion was defeated.
Councilors Snyder, Painchaud and Quinn voted aye. Councilors
Kendall, Fleming, Story and Potasnik voted nay.
Councilor Painchaud amended Councilor Story's motion reducing the
maximum levy and off-setting the reduction by a reduction in the
general fund budget rather than the operating balance. $100,000
would be removed from the personnel line item for two new policemen
and $100,000 from the park joinder agreement line item. Councilor
Snyder seconded the motion. The motion passed, after much
discussion, with Quinn, Fleming and Potasnik voting in opposition
to the motion.
A vote was then taken on the original motion made by Dr. Story, as
amended. The motion passed with Quinn, Fleming and Potasnik voting
in opposition to the motion.
Mayor Johnson called for the question on the adoption of the 1994
budget as amended. The 1994 budget passed with Potasnik, Fleming
and Quinn voting in opposition to the motion.
There being no further business before the Council the meeting was
duly adjourned.
