Dear Members of the City of Carmel Plan Commission,
The Comprehensive Plan shows that the transition from the taller buildings to the
east down to the heights of the surrounding residential homes was to be
completed halfway between Illinois and Springmill Road.

The Bridges PUD Ordinance over rules this guidance in the Comprehensive Plan.
In the 12.5 acre Office and Residential Use Block where the Steadman
Apartments are proposed, the Bridges PUD Ordinance allows a maximum building
height of 60’ in the interior of the 12.5 acre parcel and 38’ along Springmill Road
and 111th Street.
Even though the Bridges PUD Ordinance is not required by law to consider other
ordinances or other planning documents, the single family homes the
Comprehensive Plan had in mind are still there.
The site plan the developer has proposed maximizes the number and height of
buildings that will fit in that space. The Bridges PUD Ordinance allows this number
and height of buildings but it’s not required.
To visualize the impact of these massive buildings on the character of the
adjacent neighborhoods, please have the developer provide a line of sight visual
depiction of the development from several points in the adjacent neighborhoods.
For the 12.5 acres where the Steadman Apartments are proposed, is there a site
plan that would better maintain the character of the adjacent neighborhoods of 1
and 2-story single-family homes and still provide the developer with a reasonable
return on their investment?
