COUNCIL CHAMBERS/CITY HALL/ONE CIVIC SQUARE
The meeting of the Carmel City Council was called to order by Mayor Ted Johnson. Members in
attendance were frank Fleming, Jim Quinn, Tom Kendall, Luci Snyder, Chris Painchaud and Tim
Story. Alan Potasnik arrived during the second public hearing. City Attorney Gordon Byers and
Deputy Clerk-Treasurer Anne Hartman were also in attendance.
The invocation was given by Councilor Quinn followed by the pledge of allegiance.
AGENDA ADD-ON :
Councilor Potasnik made a motion to amend the agenda to include Resolution
CC12-05-94-04 as item 11f and include Rezone Ordinance Z-298 as item 10b. Councilor Kendall
seconded the motion.
Mayor Johnson called for the question. All members present voted aye. Motion passed.
APPROVAL OF MINUTES :
Councilor Snyder made a motion to approve the minutes of
November 21, 1994. Councilor Kendall seconded the motion.
Mayor Johnson called for the question. Councilors Quinn and Story abstained from the vote, all other
members present voted aye. Motion passed.
APPROVAL OF CLAIMS :
Councilor Kendall made a motion to approve the following claims.
Councilor Snyder seconded the motion.
11/10/94 $1,510,436.26
11/16/94 1,131,753.73
11/21/94 388,667.70
Mayor Johnson called for the question. All members present voted aye. Motion passed.
FIRST READING AND PUBLIC HEARING ORDINANCE Z-297/REZONE 3802 W. 96TH
STREET :
Councilor Kendall made a motion to introduce Ordinance Z-297 Rezone from S-1 to B-7
of 3802 W. 96th Street. Councilor Snyder seconded the motion.
Mr. Mitch Sever of Sever Associates explained the rezone.
Mayor Johnson opened the Public Hearing at 7:14 P.M. Seeing and hearing no one who wished to
speak, Mayor Johnson closed the Public Hearing at 7:14 P.M.
Ordinance Z-297 will return for a second reading on December 19, 1994.
FIRST READING AND PUBLIC HEARING ORDINANCE Z-298/REZONE 11580 N.
COLLEGE AVE :
Councilor Kendall made a motion to introduce Ordinance Z-298 Rezone from R-
1 district to R-3 of 11580 N. College Avenue. Councilor Painchaud seconded the motion.
Mr. Ron Wright of Wright & Craig Associates explained the rezone.
Mayor Johnson opened the Public Hearing at 7:35 P.M.
Dr. Joseph Adlam, 771 Woodview N. Drive, President of Woodpark Home Owners Association,
spoke in favor of the rezone.
Seeing and hearing no one else who wished to speak, Mayor Johnson closed the Public Hearing at 7:38
P.M.
Ordinance Z-298 will return for a second reading on December 19, 1994.
FIRST READING ORDINANCE D-1128/MAILBOX OBSTRUCTION PROHIBITED :
Councilor Potasnik moved to introduce Ordinance D-1128 Mailbox Obstruction Prohibited. Councilor
Kendall seconded the motion.
After a brief explanation of the Ordinance by Councilor Potasnik, the Ordinance was tabled for a
second reading on December 19, 1994.
RESOLUTIONS CC11-21-94-04, CC12-05-94-01 THROUGH CC12-05-94-04/VARIOUS
TRANSFERS WITH 1994 BUDGET :
Councilor Painchaud moved to approve the following
transfers as one. Councilor Kendall seconded the motion.
CC11-21-94- 04 Engineering From 631 to 632.02 $ 800.
CC12-05-94- 01 Engineering 302 to 220 100.
CC12-05-94- 02 Plan Commission 302 to 220 225.
CC12-05-94- 03 Street 220 to 230.02 1000.
CC12-05-94- 04 BPW 350 to 501 5900.
Mayor Johnson called for the question. All members voted aye. Resolutions passed.
There being no further business before the Carmel City Council the meeting was duly adjourned.
