SPECIAL MEETING MINUTES
AUGUST 29, 1994
8:00 A.M.
ONE CIVIC SQUARE/CARMEL CITY HALL/COUNCIL CHAMBERS
The special meeting of the Carmel City Council was called to order
by President Luci Snyder. Council members present were Frank
Fleming, James Quinn, Alan Potasnik, Tom Kendall, Christopher
Painchaud and Tim Story. Clerk-Treasurer Susan Jones was also in
attendance.
Councilor Painchaud moved to approve
ADOPTION OF 1995 BUDGET:
Ordinance D-1100 in the amount of $15,001,652. The motion was
seconded by Councilor Story.
Councilor Snyder called for the question. Councilors Quinn and
Potasnik voted nay. All other Councilors voted aye. The General
Fund budget passed by a majority vote.
Councilor Painchaud moved to approve Ordinance D-1101 in the amount
of $1,814,551. The motion was seconded by Councilor Story.
Councilor Snyder called for the question. Councilor Quinn voted
nay. All other Councilors voted aye. The Motor Vehicle Highway
Fund budget passed by a majority vote.
Councilor Painchaud moved to approve the following ordinances. The
motion was seconded by Councilor Story.
Ordinance D-1102 CCS Fund $20,000
Ordinance D-1103 CCD Fund $ 166,770
Ordinance D-1104 Debt Service $ 83,223
Ordinance D-1105 Lease/Rental $1,217,657
Ordinance D-1106 LR & S $ 200,000
Ordinance D-1107 CCI Fund $ 50,000
Ordinance D-1108 Police Pension $ 516,690
Ordinance D-1109 Fire Pension $ 269,049
Ordinance D-1110 Law Enf. V $ 302,400
Ordinance D-1111 LECE Fund $ 6,000
Councilor Snyder called for the question. Councilor Quinn voted
nay. All others Councilors voted aye. Ordinances D-1102 through
D-1111 passed by a majority vote.
ADD-ON AGENDA ITEM/DONATION OF PROMOTION FUND/CITY COUNCIL 1995
Councilor Quinn made a
BUDGET/GRAND OPENING OF FLOWING WELL PARK:
motion to add the above references item to the Council's agenda.
The motion was seconded by Councilor Story. All members voted aye.
After much discussion Councilor Quinn moved to appropriate $1,700
of the Council's promotional fund to help the park with their grand
opening celebration of the Flowing Well Park. The motion was
seconded by Councilor Painchaud. All members voted aye.
Councilor Quinn volunteered to help Park Director, Matt Dickey with
the grand opening efforts.
There being no further business before the Council the meeting was
duly adjourned.
