CLAIMS MEETING AND SPECIAL MEETING MINUTES
JULY 11, 1994
8:00 A.M.
CITY HALL/ONE CIVIC SQUA RE/COUNCIL CHAMBERS
Mayor Johnson ruled that the regularly scheduled claims meeting of
the Council and the special meeting of the Council could be
combined into one meeting.
The claims and special meeting of the Carmel City Council was
called to order by Mayor Ted Johnson. Council members present were
Frank Fleming, Alan Potasnik, James Quinn, Thomas Kendall,
Christopher Painchaud and Luci Snyder. Clerk-Treasurer Susan Jones
was also in attendance.
Councilor Kendall made a motion to approve the
CLAIMS APPROVAL:
following claims. The motion was seconded by Luci Snyder. All
members voted aye. Motion carried.
Claims dated 6/22/94 in the amount of $ 403,331.73
Claims dated 6/15/94 in the amount of $ 2,424,393.33
Claims dated 6/28/94 in the amount of $ 265,562.36
Claims dated 6/30/94 in the amount of $ 9,000,266.71
INTRODUCTION/SALARY ORDINANCE D-1087/AN ORDINANCE FIXING SALARIES
OF APPOINTED OFFICERS AND EMPLOYEES OF THE CITY OF CARMEL, INDIANA
Councilor Kendall made a motion to introduce
FOR THE YEAR 1995:
Ordinance D-1087. The motion was seconded by Councilor Painchaud.
REQUEST OF TOWNSHIP AND PARK BOARD TO PROVIDE COUNCIL A SPREAD
Councilor Snyder stated she had

met with the Park Board and formally asked them to provide a spread
sheet for Council's consideration of their budget. Snyder stated
that neither the Park Board nor the Park office could supply the
spread sheet and budget information in the form the Council wanted.
She said that information could only be done by the fiscal
officer.
Snyder stated Rosemary Hensel was going in for ear surgery this
week so the chance of getting that form done by Wednesday evening
was probably not good.
Councilor Kendall said this spread sheet was no big deal and could
be done on Lotus if the information was available.
Again, Councilor Snyder said that the only person that could do the
report was the fiscal officer. Snyder also stated it was the
Board's position that the SBA approved form had been completed by
the Park Board for 1995 and since no formal request had been made,
they felt the form they completed, provided by the Mayor, was the
best they could do until next year.
Councilor Kendall said this was just another reason why the monies
should be returned to the City.
Councilor Quinn said a joint meeting was held with the township,
park board and city and a formal request was made at that time.
Mayor Johnson said he didn't remember that happening.
The Mayor stated monthly detailed reports were being sent to the
Council by Rosemary Hensel and while they didn't exactly match the
same budget line items and while they didn't add up to the penny,
they were accurate.
Councilor Kendall then asked Councilor Snyder if she would invite
the township fiscal officer to the next meeting and ask him to
explain these reports. Snyder replied she would do that on behalf
of the Council.
There being no further business before the Council the meeting was
duly adjourned.
