One Civic Square/City Hall/Council Chambers The meeting of the Carmel City Council was called to order by Mayor Ted Johnson. Council members present were Frank Fleming, Alan Potasnik, Tom Kendall, James Quinn, Christopher Painchaud and Tim Story. Councilor Luci Snyder was absent from the proceedings. Clerk-Treasurer Susan Jones and City Attorney Gordon Byers were also in attendance. The invocation was given by Councilor Quinn followed by the Pledge of Allegiance. Councilor Fleming made a motion to approve the minutes. MINUTES: The motion was seconded by Councilor Kendall. All members voted aye. Motion carried. Councilor Kendall made a motion to approve the claims CLAIMS: dated 5/31/94 in the amount of $644,519.56 and claims dated 6/10/94 in the amount of $379,168.08. The motion was seconded by Councilor Story. All members voted aye. Motion carried. Councilor Kendall presented the Mayor with a COMMITTEE REPORTS: clock from the Sister City program. Sam Rinker of the Park Board gave a summary of the summer parks programs and a construction progress report on the various parks under development. Judy Hagan, representing CITIZENS WISHING TO ADDRESS THE COUNCIL: the Hamilton County Alternative Transportation Committee, thanked the Council and the Mayor for their support. Peggy Box and Vicki Collier, residents of old town Carmel, voiced support for the Monon Corridor project. Richard Frost spoke to the Council concerning the water problems and his opposition to de-regulation from the Indiana Utilities Regulatory Commission. Frost also spoke to the Council about his concerns with the City paying social security tax on the Mayor and the Council members. SECOND READING/ORDINANCE Z-292/ESTRIDGE DEVELOPMENT FOR 29.01 ACRES OF REAL ESTATE LOCATED NORTH OF AND ADJACENT TO WEST 106TH STREET Councilor AND EAST OF AND ADJACENT TO MICHIGAN ROAD S-1 TO B-2: Quinn made a motion to adopt ordinance Z-292. The motion was seconded by Councilor Potasnik. Mayor Johnson called for the question. All members voted aye. Ordinance Z-292 passed unanimously. SECOND READING/ORDINANCE D-1082/ESTABLISHING A 4-WAY STOP INTERSECTION AT WOODFIELD DRIVE AND WOODFIELD DRIVE NORTH AND Councilor Quinn made a motion to adopt JEFFERSON ROUNDABOUT: Ordinance D-1082. The motion was seconded by Councilor Kendall. Mary Grant of Woodfield Drive presented a petition of 50 registered voters in support of the STOP intersection ordinance to the Council. After a brief discussion the Mayor called for the question. All members voted aye. Motion carried. Ordinance D-1082 passed unanimously. SECOND READING/ORDINANCE S-58/AMENDING SEWER ORDINANCE S- Councilor Painchaud 57/INTERCEPTOR AND TRUNK SEWER CONNECTIONS: made a motion to adopt Ordinance S-58. The motion was seconded by Councilor Kendall. Mayor Johnson called for the question. All members voted aye. Motion carried. Ordinance S-58 passed unanimously. Councilor Potasnik made ANNUAL RENEWAL/COUNCIL ACTION/YELLOW CAB: a motion to approve the annual renewal permit for Yellow Cab. The motion was seconded by Councilor Quinn. Councilor Quinn asked the Clerk-Treasurer if all the drivers had been licensed and all the fees paid for Yellow Cab. The Clerk stated everything that was needed was in order and all drivers were now properly licensed. Mayor Johnson called for the question. All members voted aye. Motion carried. SECOND READING/ORDINANCE D-1084/ESTABLISHING A NEW POSITION OF CIVILIAN TRAINING DIRECTOR FOR THE CARMEL FIRE DEPARTMENT: Councilor Quinn made a motion to adopt Ordinance D-1084. The motion was seconded by Councilor Potasnik. Fire Chief Couts stated he had attended a meeting of the Clay Township Board of Trustees and the Board unanimously approved the idea of hiring this civilian officer. After a brief discussion the Mayor called for the question. Councilors Kendall, Painchaud and Fleming voted aye and Councilors Potasnik, Quinn and Story voted nay. Mayor Johnson voted aye to break the tie and Ordinance D-1084 was adopted. FIRST READING/ORDINANCE D-1086/ESTABLISHING THE SALARIES OF APPOINTED EMPLOYEES BY THE CITY COURT JUDGE AND CLERK-TREASURER FOR Councilor Quinn made a motion to introduce Ordinance D-1086. 1995: The motion was seconded by Councilor Kendall. A second reading will be held at the next regularly scheduled meeting of the Council. RESOLUTION CC-06-20-94-1/TRANSFER OF FUNDS IN CITY COURT: Councilor Quinn made a motion to adopt Resolution CC-06-20-94-1 and allow for a transfer of $1,000 from 632.1 into 630. The motion was seconded by Councilor Kendall. All members voted aye. FIRST READING/ORDINANCE D-1088/ESTABLISHING A PROMOTIONAL FUND FOR DOCD AND FIRST READING OF AN ORDINANCE REGULATING PARKING LOT Mayor Johnson withdrew these two items from the LANDSCAPING: agenda. REQUEST TO ADVERTISE FOR ADDITIONAL APPROPRIATION IN THE CUMULATIVE CAPITAL STORM SEWER FUND/$177,300/CORRECTION OF STORM DRAINAGE Councilor Quinn made a motion to direct the PROBLEMS IN CARMEL: Clerk-Treasurer to advertise for a public hearing on an additional appropriation request in the amount of $177,300 for the correction of storm drainage problems in Carmel. The motion was seconded by Councilor Painchaud. All members voted aye. PRESENTATION OF 1995 BUDGET ESTIMATE/EXPENDITURES ONLY/ALL FUNDS Dick Frost addressed the Council and asked AND DEPARTMENTS: questions concerning the self-insurance health plan of the City. The Mayor said he could answer Mr. Frost's questions if he would contact him during the day and that his office handles the self insurance health plan. The Clerk-Treasurer had distributed copies of the 1995 budget estimates to the Council and to the Mayor prior to the start of the meeting was not given the opportunity to formally present the 1995 budget to the Council by the chair.
