NOTICE IS HEREBY GIVEN THAT THE CITY OF CARMEL BOARD OF
PUBLIC WORKS WILL HAVE AN EXECUTIVE SESSION AT 1:00 P.M. AND A
SPECIAL MEETING AT 1:30 P.M. ON THURSDAY, BeBRt~ARY 24, 2000 IN
THE COUNCIL CHAMBERS, CITY HALL, ONE CIVIC SQUARE.
THE PURPOSE OF THE MEETINGS IS A PERSONNEL MATTER.

MEMBERS PRESENT
Mayor James Brainard; Board Members Billy Walker and Mary Ann Burke; Clerk-Treasurer Diana
Cordray; Chief Douglas Callahan, Cannel Fire Department; Barb Lamb, Director of Human
Resources; Douglas C. Haney, City Attomey
Mayor Brainard called the meeting to order at 1 :~p.m.
The personnel matter regarding john Mummert was discussed.
ADJOURNMENT
The meeting was adjourned at 1:44 a.m.

COUNCIL CHAMBERS / CITY HALL / ONE CIVIC SQUARE
MEMBERS PRESENT
Mayor James Brainard, Board Members Billy Walker and Mary Ann Burke. Clerk-Treasurer Diana
Cordray and Deputy Clerk Robin Butler also attended.
Mayor Brainard called the meeting to order at 1:45 p.m.
Mayor Brainard announced an add on item. Ken Keltner requested use of the Caucus Room on
February 281h at 7:00 p.m. Mayor Brainard moved to approve the request. Board Member Walker
seconded. The request was approved 3-0.
Mayor Brainard asked Chief Douglas Callahan to address the Board regarding John Mummert' s
suspension. Chief Callaban read a statement (Exhibit A).
Mayor Brainard asked Douglas C. Haney, City Attorney to give a legal report. Mr. Haney
provided the letter that was sent to Mr. Mummert (Exhibit B) and asked that the record reflect that
Mr. Mummert was in attendance at the meeting. Mr. Haney also presented a copy of the police
report from the Town of Fishers for the charges of battery and recklessness with a deadly weapon
(Exhibit C).
Board Member Burke moved to place Firefighter Mummert on administrative leave without pay
pending the disposition of the criminal charges currently pending against him. Board Member
Walker seconded. The motion was approved 3-0.
Fire fighter Mummert addressed the Board and those present and apologized. He stated that he has
checked himself into a stress center for help.
ADJOURNMENT
The meeting was adjourned at 1:50 a.m.
*Please also see Appendix 1 which was sent by Chief Callahan after this meeting to Mr. Mummert.
