CARMEL CITY COUNCIL MEETING MINUTES
MONDAY, NOVEMBER 2, 1998 --7 P.M.
COUNCIL CHAMBERS / CITY HALL / ONE CIVIC SQUARE
MEMBERS PRESENT: Mayor James Brainard, Councilors Kevin Kirby, Jim Miller, Norm Rundle,
Luci Snyder, Ron Carter and Billy Walker. Clerk-Treasurer Diana Cordray and Deputy Clerk Robin
Butler also attended. Council President Robert Battreall was absent.
Mayor Brainard called the meeting to order at 7:01 p.m. Councilor Miller gave the invocation. Mayor
Brainard led the Pledge of Allegiance.
APPROVAL OF MINUTES: Councilor Snyder moved to approve the October 19, 1998, regular
meeting minutes. Councilor Walker seconded. Councilor Rundle noted a grammatical error on page
three. He suggested adding the words "to be" before the word "changed." The minutes were approved
6-0.
RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL:
Al.vn Bemell, 9 Cool Creek Circle, thanked the council for setting an example regarding parks and the
Monon Trail.
Peggy Box, 130 First Street NW, thanked Councilor Miller for the invocation and congratulated the
Carmel Clay Parks and Recreation for the awards they recently received. She also stated she and her
husband were pleased with the zoning in Old Town Carmel and with their neighbors.
Randy Auler, director of Carmel Clay Parks and Recreation, talked about two awards the parks
department received from the Indiana Parks and Recreation Association: one for the Fall Fanatic
Program Guide and one for Outstanding Park Development. Mr. Auler stated participation in park
programming had increased 550 percent since the Fall Fanatic was distributed. He explained that only
five programs were cancelled this year as opposed to 20 out of 50 programs being cancelled in 1997.
Mr. Auler explained the award for Outstanding Park Development was for development of a $60,000
well-head site. He stated that less than $10,000 of tax money was spent on the project.
Councilor Carter stated he and his wife had driven on Hazel Dell Parkway and had counted more than
26 people using the multi-use paths between 96th Street and 116th Street. He stated he was pleased with
the benches and tables.
Councilor Walker urged everyone to vote tomorrow.
CLAIMS: Councilor Snyder moved to approve claims in the amounts of $1,811,040.70, $338,280.98
and $22,712.52. Claims were approved 6-0.
PUBLIC HEARING: Councilor Rundle moved to introduce Ordinance D-1395-98. elected officials'
salary_ ordinance for 1999. Councilor Carter seconded.
Mayor Brainard opened the public hearing at 7:17 p.m. Seeing no one from the public who wished to
comment, he closed the public hearing at the same time.
Councilor Rundle questioned the clerk-treasurer's salary increase of 4 percent when the other elected
officials received only a 3 percent raise. Clerk-Treasurer Cordray reminded council members of a
memo she distributed on September 16, 1998, stating the percentages that were approved in the budget
hearings. Councilor Rundle stated he did not recall reading a memo. The Clerk-Treasurer stated she did
not receive any response from her September 16 memo. The mayor recommended the memo should be
distributed again before the council voted on the ordinance. Councilor Rundle said he looked through
paperwork and found only a total amount for the clerk-treasurer's salary. Councilor Snyder asked if
there were any minutes from that meeting. The clerk-treasurer stated there were, but she questioned the
level of detail because there was an audio problem that day. She stated she would check the minutes.
Councilor Kirby asked if David M, Griffith & Associates, the company that evaluated the City
employees' salaries, could evaluate the elected officials' salaries. Barbara Lamb, director of Human
Resources, stated Griffith could produce a report for all elected officials, but has not done so at this time.
Councilor Kirby stated the clerk-treasurer's salary should not be increased by a greater percentage than
the City employees' salaries. Councilor Carter stated Griffith put together an evaluation of councilors'
salaries about six weeks ago, but that it hadn't been shared because Council President Battreall was out
of town. Councilor Kirby asked if Councilor Carter was comfortable with the 10 percent increase the
council received. Councilor Carter stated Carmel's council salaries were much lower than other council
salaries in the-st-ate.
NEW BUSINESS: Councilor Snyder moved to introduce Ordinance D-1380-98. an amendment to
Ordinance D-1380-98. An Ordinance Fixing the Salaries of the Appointed Officers and Employees of
the Clerk-Treasurer's Office for 1999. Councilor Walker seconded. Ms. Lamb of Human Resources
explained that a deputy clerk and the clerk of the court's salaries were reevaluated and both were raised
one grade level. She stated these ordinances would enact these grade increases. Ms. Lamb provided
more detail about the positions at the request of Councilor Rundle. Councilor Rundle questioned the
accuracy of the numbers on Ordinance D-1381-98. Ms. Lamb stated the ordinance was correct.
Ordinance D-1380-98 was carded over to the next meetim,.
Councilor Kirby moved to introdace Ordinance D-1381-98. an amendment to Ordinance D-1381-98. An
Ordinance Fixing the Salaries of the Appointed Officers and Employees of the Carmel Ci_ty Court for
1999. Councilor Walker seconded. Ordinance D-1381-98 was carried over to the next meeting.
Councilor Snyder moved to introduce Ordinance D-1400-98. an amendment to Ordinance D-1379-98.
an Ordinance Fixing the Salaries of the Appointed Officers and Employees of the Ci_ty of Carmel.
Councilor Rundle seconded. Ms. Lamb stated this ordinance changed only wording, not salaries.
Ordinance D-1400-98 was carried over to the next meeting.
Resolution CC-11-02-98-01. a resolution approving pa_vment of construction costs for Hazel Dell
Parkway (341.856.67). Councilor Rundle moved to approve the resolution. Councilor Walker seconded.
Resolution CC-11-02-98-01 was approved 6-0.
ADD-ON:
Councilor Carter moved to add Resolution CC-10-19-98-04. a resolution authorizing the pa_vment of
moving and relocation expenses of Theresa A. Krueskamp to the agenda. Councilor Miller seconded.
Resolution CC-10-19-98-04 was added to the agenda 6-0. This item had been introduced and amended
at the previous meeting. Councilor Rundle moved to approve the resolution. Councilor Snyder
seconded. Re,olution CC-10-19-98-04 was approved 5-1. Councilor Walker voted no. Councilors
discussed the fact that passing this resolution did not authorize department directors to pay moving
expenses for employees, but still required them to first obtain council's approval. Clerk-Treasurer
Cordray stated she presented the resolution as an Add-On item because the city attorney re-wrote the
ordinance with the council's amendments from the October 19 meeting.
ANNOUNCEMENTS:
Councilor Snyder spoke about polling places and workers. Councilor members discussed the new
roundabout intersection on Hazel Dell Parkway.
The council adjourned the meeting after signing documents at 7:45 p.m..
