COUNCIL CHAMBERS / CITY HALL / ONE CIVIC SQUARE MEMBERS PRESENT: Councilors Kevin Kirby, Norm Rundle, Luci Snyder, Ron Carter and Billy Walker. Clerk-Treasurer Diana Cordray and Deputy Clerk Cindy Shecks also attended. Mayor James Brainard, Council President Bob Battreall and Councilor Jim Miller were absent. Presiding Officer Councilor Carter called the meeting to order at 8:15 a.m. CLAIMS: Councilor Snyder moved to approve claims in the following amounts: $178,485.27 $35,345.12 $181,765.09 $62,122.62 $772,443.26 $99,948.26 $189,094.05 $17,238.19 Councilor Rundle seconded. Claims were approved 5-0. ANNOUNCEMENTS: Councilor Kirby stated he had received a letter from Board of Zoning Appeals member Charles Wienkauf asking the council to change the sign ordinance. Councilors discussed Mr. Wienkauf's request. Councilor Kirby stated the City needed to develop a set of roles for the installation of speed humps so Carmel wouldn't experience the same problems Indianapolis did when it installed them. Councilors discussed speed humps. Councilors Snyder and Kirby agreed to talk with the police department and to serve on a committee regarding the issue. Councilor Carter stated the speed trailer purchased by the police department needed to be used more often. He agreed with a statement made by Councilor Kirby that the City needed more police enforcement. Councilor Rundle stated the speed trailer was not effective and hasn't been used often enough. Councilor Carter suggested the police department and engineering office use the trailer for traffic studies. Councilor Walker stated the trailer should be used with officers to issue speeding tickets. Councilors discussed the $10.5 million bond issue and change orders from projects fimded by the bond issue. Councilor Rundle left the meeting at 8:37 a.m. Councilors also discussed email. Councilor Walker moved to adjourn the meeting. Councilor Snyder seconded.
