COUNCIL CHAMBERS / CITY HALL / ONE CIVIC SQUARE The Carmel City Council will have a special meeting on Thursday, June 18, 1998, at 8 a.m. in Council Chambers, City Hall, One Civic Square. The purpose of this meeting is to discuss salary ordinances (job classification and compensation) and other city business. COUNCIL CHAMBERS / CITY HALL / ONE CIVIC SQUARE MEMBERS PRESENT: Council President Robert Battreall, Councilors Jim Miller, Norm Rundle and Billy Walker. Clerk-Treasurer Diana Cordray and Deputy Clerk Rebecca Martin also attended. Councilors Kevin Kirby, Luci Snyder and Ron Carter were absent. Councilor Battreall called the meeting to order at 8 a.m. Councilor Miller moved to introduce Resolution CC-06-18-98-01. establishment of a ~ade and step-based compensation system for city employees. Councilor Rundle seconded. Councilor Miller moved to waive the reading. Councilor Rundle seconded. Councilor Miller stated he was pleased the city had hired a consultant to do the much needed salary study. Councilor Walker agreed that the salary study and development of a grade and step-based compensation system was long overdue. Clerk-Treasurer Cordray stated she was concerned because few city employees, including herself, had seen the guidelines that David M. Griffith & Associates, Ltd. used to define each employee's salary. Human Resources Director Barbara Lamb stated that Griffith would be sharing its guidelines with employees, and that employees would have an opportunity to appeal their step and grade classification. She stated meetings with employees should begin and finish next week. Councilor Miller stated that one of the hardest parts about changing to a grade and step-based compensation system would be working through initial employee discontentment. He also stated that the city was considering working out a merit grading system in the future. Ms. Lamb stated she was confident the department directors within the city supported moving to a step and grade compensation system. Councilor Battreall clarified that no one would get a salary reduction as a result of this study. Councilors discussed the inflation factor used to make the 1999 salary recommendations with Ken Veil of Griffith. Clerk-Treasurer Cordray verified that the budgets being delivered to her office from the departments had the new salary information included in them. Councilor Walker called for the question. Haney, City Attoj~ Add On To May 18, 1998 Council Agenda May 13, 1998 Dear President Battreall and Council Members, As City Attorney, I have been instructed by the City of Carmel Cable Television Advisory Committee to prepare and send a letter to Time Warner Cable asking it to provide justification for the basic and tier cable television rate increases which became effective January 1, 1998. In order to comply with jurisdictional time limits, this letter must be received by Time Warner Cable no later than May 29, 1998. I prepared this letter for my signature. However, on May 13, 1998, I was informed that the Federal Communications Commission requires this letter to be signed by the "local fi'anchise authority" - - which is the Common Council. Therefore, if this letter is not authorized and executed by the Council at its May 18, 1998 meeting, it can_not be sent out in time to be received by May 29, 1998. Rather than risk jeopardizing the City's right to seek justification for these cable rate increases, I respectfully ask that this letter be added on, considered and executed at your May 18, 1998 meeting.
